Abstract

This study attempts to understand and measure empirically the evolution of urban civil community in the case of Jeonmin-Dong in Daejeon City, Korea. This study consists of empirical analyses of the patterns of associational life, neighborhood networks, and civic engagement in community life. The author eventually aims at drawing an overall picture of the casual relations between civic engagement and political involvement. The key question is whether Korean urban life has been molded following the pattern of urban communities in advanced democracies. First, our study confirms that Korea has progressed toward a virtuous circle: the more people become involved in civic associations, the more they trust fellow citizens and have confidence in the government. This finding is in vivid contrast with existing research, which claimed that Korea was caught in a vicious circle. Secondly, this study found that plenty of resources exist in terms of education, income, and employment, resulting in a high level of civic and neighborhood engagement. This highly interwoven residents network provided people with greater opportunities to get involved in politics. Yet, Jeonmin-Dong has not yet evolved sufficiently to claim itself as a bourgeois civil community.
