한국이 지속적인 성장을 유지할 수 있었던 것은 생산의 세계화에 따른 국제분업체제의 변동과 이에 대응한 국가의 발전전략이 잘 맞아 떨어진 데 기인하는 것이다. 그러나 세계에서 가장 역동적인 성장을 지속해왔던 국가들 중 하나였던 한국은 1997년 외환․금융위기에 빠져들었다. 1980년대 말부터 수출경쟁력 약화, 경상수지 적자, 기업의 재무구조 악화와 같은 위기징후가 표출됐으며, 이러한 문제점이 근본적으로 해결되지 못하여 1990년대 후반 외환․금융위기를 초래하게 됐던 것이다. 즉, 한국은 외형성장을 지향했기 때문에 과잉중복투자가 초래됐으며 결과적으로 생산성과 수익성을 하락시켰다. 또한 기업들은 무분별한 투자를 감행하여 금융기관의 부실화를 초래했다. 따라서 세계화를 계기로 국가는 개혁을 통해 발전전략을 전환해야 할 시점에 놓여 있다. 즉, 개도국형 전략에서 선진국형 전략으로의 전환이 요청되는 것이다. 그러나 국가주의로부터의 탈피는 불가피하지만 신자유주의의 급속한 추진은 바람직하지 않다. 이러한 맥락에서 국가주의도 신자유주의도 아닌 ‘제3의 길’이 모색될 필요가 있다. 즉, 국가의 정치경제적 대응은 시장원리의 실질적 형성과 적절한 국가개입이라는 두 가지 과제를 동시에 추진해야 하는 것이다. 다시 말해서 국가주도 산업화의 부작용을 해소하고 시장원리를 정착시키기 위해서는 규제완화가 필요하지만 경제개혁을 추진하기 위해서는 재규제도 요청되는 것이다. 따라서 정치경제적 대응의 성패여부는 과도한 국가개입의 방지와 적절한 국가개입의 가능성에 놓여 있다고 할 수 있다.
Abstract
The aim of this paper is to analyze the impact of globalization on Korean economy. The main question of the paper is what the role of the state to respond to globalization. Therefore, this paper discusses how the state’s role must evolve in order to achieve development in the era of globalization. This paper also examines how the process of Industrialization in Korea has been affected by interaction between international economic structure and developmental strategies of the state. Korea, which was integrated into the international division of labor and has taken advantage of the opportunity to industrialize with proper strategies, focuses on labor-intensive products. But, in the 1990s weak financial system and huge foreign debt have been worsened and Korea faced with economic crisis. Korea has attempted to promote adaptability in the face of globalization. In other words, state has been able to utilize the very process of globalization as strategies for national economic development by adapting themselves to globalization rather than going against the globalizing process.
