북핵의 정치적 효과와 대남전략: 비대칭적 상황에서의 전략 추진

핵무기는 군사적 용도와 더불어 정치적 효과를 갖고 있다. 핵무기의 정치적 효과는전시가 아닌 평화 시에 의미를 갖는데, 한 나라가 핵을 갖고 있고 적대하는 상대국이비핵보유국일 때 정치적으로 효용가치가 높다. 본 논문은 이같은 가정에 입각하여 한국은 핵을 갖고 있지 못하면서 미국의 확장억제 전략에 의존하고 있고, 북한은 핵의 실전배치를 끝낸 상황에 적용할 때, 북한 역시 핵보유를 통한 정치적 효과를 한반도에서갖게 된다는 점을 제시하고 있다. 북핵 보유는 국제정치적으로 기존 핵보유국들만큼 큰의미를 갖지는 못하지만 대남 및 대미 선전전에 있어 정치적 효과를 충분히 가질 수있는데, 그것은 구체적으로 ‘핵 공갈’과 미군철수를 위한 수단으로 기능할 수 있다. 북핵 보유와 이를 통한 정치적 효과 발휘는 북한의 대남전략 구사에 더욱 폭넓게 활용될수 있으며, 이를 통해 대남 우위를 가능하게 할 수 있다. 북핵은 이 점에서 양면성을갖는데, 핵무기의 위력 과시와 ‘비대칭전’ 수행을 위한 위장 수단으로서의 핵을 전면에내세우는 전술을 구사할 수 있다는 특성이 있다. 즉 북핵은 정치적 효과를 위한 수단이고, 생화학무기, 사이버 전력, 여론전 등 북한이 구상하는 ‘하이브리드 전쟁’ 수행 방식의 극대화를 위한 무기로 사용할 수 있다는 점에 유의하여 한국은 이에 대한 대비를즉시 할 필요가 있다.
Abstract
Nuclear weapon has political effects as well as military using. The political effects of nuclear weapons are meaningful in peacetime rather than a time of war, it’s effective value is high when a nuclear country is confronted with non nuclear state. This paper suggests that North Korea will also has the political effect against South Korea after nuclear possession, while South Korea depending on U.S.A’s extended deterrence. Nevertheless North Korea’s nuclear possession in international politics has no any significant implications as previous nuclear states, but it has a sufficient effect for propaganda against South Korea and U.S.A through nuclear bluffing and calling for American Army’s withdrawal from the Korean Peninsula. Completion of the process for possession of nuclear weapons in North Korea shall be broadened in the area of strategies toward the ROK which can be conditioned of North Korea’s superiority against South Korea. North Korea’s nuclear weapon will has a ambivalence, that is, demonstration of power as a nuclear power and a deceptive device for asymmetric warfare. Especially, North Korea’s nuclear power in future warfare has advantage in hybrid war, including cyber, bio-chemical warfare etc. ROK has to prevent the country from this kind of available warfare.
