이원정부제 전환의 정치 동학 : 핀란드, 폴란드, 대만 사례를 중심으로

이원정부제를 유지해온 국가들 가운데 프랑스는 분점정부를 겪으면서도 원형을 거의그대로 유지하고 있다. 하지만 핀란드는 오랜 헌법개정 논의를 거쳐 내각제적 형태로권력구조를 전환하였다. 폴란드는 이원정부제를 유지하다가 부작용을 경험한 뒤 대통령이 존재하는 의회제로 개헌했다. 반면 대만은 1997년 정치적 이해관계에 따라 이원정부제를 채택하고 난 뒤 2015년 총리 임명 방식의 변화를 가져오는 권력구조 개헌을 시도했다. 하지만 민진당과 국민당이 합의에 실패하여 현상을 유지하고 있다. 이원정부제를 채택한 동기가 국가마다 다르듯이 전환의 동기도 상이하다. 본 논문의목적은 준대통령제 또는 이원(집)정부제 권력구조를 채택한 국가들의 체제 변화 동학을밝히는 것이다. 이원정부제를 도입한 국가가 무슨 배경과 이유로 내각제나 내각제적 이원정부제로 권력구조를 바꾸는지에 대한 의문에 기초한다. 이원정부제 선택에 대한 연구는 다수 있다. 하지만 이 이원정부제로부터 전환을 결정한 정치인들의 동기와 구조적원인에 대한 설명은 드물다. 특히 핀란드, 폴란드, 대만의 이원정부제로부터의 전환 동학 비교는 없다. 관련한 학계의 논의에 중요 사례 연구로 이용될 수 있을 것이다.
Abstract
In this paper I explain why some countries which had already run the semi-presidential system have changed or tried to change into a parliamentary system or parliamentary presidentialism. In what conditions or political interests these countries have transformed their power structure? There are some researches and explanations on why and how Finland, Poland, and Taiwan took the semi-presidentialism. However, there are no researches why these countries of semi-presidentialism change their system into another system. Especially there should be clear explanations why and how politicians made decisions to take a parliamentalism and what are the political backgrounds and what kinds of political culture affect the politicians’ decision-making. This paper will be very useful for understanding the introduction and transformation of semi-presidential countries. This research would be the only research using comparative analysis why semi-presidential countries change their power structure into a parliamentalism or other system.
