본 연구에서는 Campa and Goldberg(1997) 및 Strauss-Kahn(2003)의 오프쇼어링 추정 방식을 이용하여 오프쇼어링의 진전이 우리나라 제조업의 고용조정에 어떠한 영향을 미치는가를 분석하였다. 외환위기 이후 1999년부터 2003년 기간동안 22개 제조업에 대한 시스템 GMM 추정결과에 따르면, 오프쇼어링이 고기술 제조업에서는 고용조정속도를 늦추는 것으로 나타났다. 이는 우리나라 고기술 제조업은 필요 생산량 달성을 위해 국내 고용 대신에 해외 생산 또는 해외 중간재 수입을 통한 생산 방식의 변화가 나타나고 있음을 암시한다. 상대적으로 고용규모가 큰 고기술 제조업이 제품생산을 위해 투자와 고용증대 없이도 생산 규모를 확대시킬 수 있다는 점에서 국내 부품·소재 산업의 기술 발전이 시급하다. 부품·소재산업의 발전은 고기술 제조업의 대일 원자재 수입의존도 축소를 통해 만성적인 대일 무역적자 해소와 함께, 국내고용의 수입중간재 대체를 감소시켜 고용을 증대시킬 수 있는 방안이 될 수 있기 때문이다.
Abstract
Using outsourcing index developed by Campa and Goldberg(1997) and Strauss-Kahn(2003), we analyzed that how off-shoring has an effect on employment adjustment in Korean manufacturing industries. According to the results from 22 manufacturing industries from 1999 to 2003, off-shoring in high-tech manufacturing industry plays a part in a decline of the employment adjustment speed. This implies that high-tech manufacturing industries have moved to change in production system to substitute off-shoring for domestic labor, in order to meet her's output targets.
