일자리 문제에 대한 논의에서 소위 “일자리 창출”이라는 용어가 사용되고 있는 데 이 개념을 분명히 하는 것이 필요하다는 것을 지적한다. 즉, “일자리를 창출”하는 것과 창출된 일자리에 근로자가 취업이 되어 빈 일자리와 구직자 간의 “결합”이 되는 것은 다른 개념임에도 불구하고 구분되지 않고 사용함으로서 일자리문제에 대한 논의나 정책의 분석에서 보다 정확한 뜻이 전달되지 못하고 있는 것으로 보인다. 그 결과 일자리 창출이라는 개념이 남용되거나 다른 목적으로 사용되는 현상이 있고 연구자나 정책담당자들간의 논의가 명쾌해지지 않는 효과가 있다. 본고에서는 노동력이 필요하여 그 결과 빈 일자리를 만들어 내는 것을 측정하는 일자리 창출탄력성(Job creation elasticity) 빈 일자리에 구직자가 결합이 되어 추가로 고용이 증가하는 경우를 측정하는 고용탄력성(Employment elasticity)을 구분하여 사용할 것을 제안하고 그 개념을 이론적인 모형을 통하여 정의한다. 사용하는 모형은 일자리결합모형(Job matching model)이다. 두 개념을 구분하는 것은 미스매치의 정도와 고용탄력성의 크기에는 어떠한 관련이 있는지를 이해하는데 유용함을 확인할 수 있다
Abstract
This paper aims to distinguish two terms of job creation and employment creation, the former of which means making new opening of jobs by a firm and the latter does to make matching between job opening and job seeker. It is argued that one can not have a correct understanding about job problem experienced during recent decades in Korea, and can not design a good labor policy. This paper suggests to use two different elasticities of job creation and employment creation with respect to output. One can see that the amount of mismatch plays a key role in difference between two elasticities.
