본 연구는 노동시장에서 수급불일치의 정도를 이해하고 그 정도가 일자리창출에 미치는 효과를 분석하고자 한다. 성장에 따른 고용효과가 크지 않거나 또는 고용없는 성장이라는 현상에 대하여 수급불일치의 정도가 어떠한 관계를 갖고 있는지를 이해하여 최근의 일자리문제에 대한 이해를 돕고자 한다. 즉, 성장의 고용효과가 감소하였다면 그 원인들이 다양할 터인데, 수급불일치의 정도가 커진 것도 그 원인들의 하나 일수 있다. 분석결과 여러 부문별 수급불일치의 정도를 비교하여 보면 (2008년을 기준) 학력별, 연령별, 임금 및 직종별의 순으로 수급불일치의 정도가 존재하는 것으로 나타났다. 이 결과는 채용시에 학력차별이나 연령차별을 억제하거나 나아가서 금지시키는 것도 일자리 창출과 결합에 도움이 될 수 있음을 의미한다. 또한 지역균형발전정책의 추구는 지역별 수급불일치를 감소시켜서 일자리창출에 긍정적인 효과를 줄 것으로 추정된다.
Abstract
It has been pointed out that mismatch in labor market has been getting worse recently so that job creation is not enough even with the economic growth in Korean economy. No paper, however, has attempted to assess the types and extent of mismatch. This paper attempts to address that issue of mismatch by estimating the several kinds of mismatch, like age, education. wage, occupations and regions. It is shown that educational and age mismatches are more serious than other types of mismatch. It suggests that age and educational discrimination could be an important reason for mismatch problem in Korea. Labor policies prohibiting such discriminatory hiring practices might be useful in resolving the mismatch. Other types of mismatch like occupational, wage and regional ones also exist in Korean economy, not improved over the times of sample periods. It would be useful to identify the more specific reasons for each type of mismatch in the future study.
