중국정보통신 산업 수출과 각국 지재권 보호수준 사이의 관계

중국 정보통신 산업의 수출에 수입국의 지재권 보호 수준이 미치는 영향을 OECD 중국무역 자료를 이용하여 회귀분석 방법으로 실증 분석하여 다음과 같은 결과를 얻었다. 첫째, 각 수출대상국의 지재권 보호수준이 높을수록 중국의 정보통신산업의 수출은 증가한다. 둘째, 이러한 경향은 일반산업에서도 어느 정도 나타나고 있지만 정보통신 산업의 경우 더욱 강하게 나타난다. 이는 지재권 보호수준에 민감한 정보통신산업의 특성을 반영하는 것이라고 할 수 있다. 셋째, 지재권보호의 영향은 정보통신 산업 내에서도 세부 산업에 따라 다르며 회귀변화 정도를 통하여 중국의 시장지배력 변화를 볼 수 있다. 이러한 결과는, 수출대상국의 지재권 보호수준이 낮을 경우 중국의 정보통신산업 수출에 장애가 될 수도 있다는 것을 보여주며 이는 국제통상 분야에서 지재권 관련 협상에서 중국이 소극적인 태도를 취할 필요가 없음을 나타내준다.
Abstract
This paper investigates the effects of intellectual property right (IPR) protection on Chinese exports in ICT (information communication technology) industry. Our objectives are to see how national differences in IPRs affect the distribution of Chinese exports to the other countries. Gravity model is used as a base regression model. The dependent variable is Chinese export value in ICT industry, and the explanatory variables are per-capita income of importing countries, populations, openness, distance between China and exporting countries, and the patent indices constructed by Park and Wagh Index (revision of Ginarte and Park index). We found that stronger patent protection of the importing countries induce greater Chinese exports through the expansion of market sizes for the Chinese exporters. The size of the effect was larger in the high-income countries than in the low-income countries, which shows us that if the importing countries have bigger threat to imitate the effects could be larger.
