The number of farmers decreased due to the aging of agricultural population and change of rural structure. Therefore, the use of non-members in agricultural cooperative business is significantly increasing. From these results, the various segregation of layers such as senior members, exclusive members and sleeping members, etc. This paper was carried out as follows :Firstly, to find the status and problems of Regional Agricultural Cooperative Members in the changing internal and external situation. Secondly, focused on setting up criteria for members is well suited to the reality in Korea.
