본 연구에서는 사회적경제 통계를 작성하는 두 가지 주요 방법론인 위성계정 접근법과 조사와 관찰을 통한 접근법을 살펴보고, 특히 위성계정 접근법을 중심으로 사회적경제 통계 생산을 둘러싼 쟁점들을 고찰한다. 오늘날 사회적경제의 중요성이 날로 커지면서 사회적경제 통계에 대한 관심도 커지고 있는데, 특히 사회적경제가 정부 주도로 이루어지는 측면이 강한 우리나라 상황에서는 사회적경제를 위한 정부 지원의 정당성을 확보하기 위해서도 사회적경제 통계를 내는 것은 의미가 있다. 따라서 본 연구에서는 특히 위성계정 접근법을 중심으로 사회적경제 통계 생산을 둘러싸고 제기되는 쟁점들을 살펴보고, 이것이 우리나라 사회적경제 통계 생산에 시사하는 점을 도출하고자 한다. 사회적경제 통계에 대한 논의는 과학적 영역이기도 하지만 한편으로는 합의를 이루어야 하는 정치적 영역임을 고려할 때, 본 연구가 사회적경제 통계 방법론에 대한 시사점을 제공하여 현장에서 활동하는 사람들이나 공공 정책입안자에게 많은 도움이 되길 바란다.
Abstract
This study investigates two approaches in the production of statistics for the social economy: the satellite account approach and the statistical survey and observation approach. Interest to assess the weight, size and scope of the social economy is growing in South Korea where the social economy is more government driven than the voluntary movement of the private sector. In this paper, the researchers examine the issues raised about the production of statistics for the social economy focusing on the satellite account approach. Given that the production of statistics for the social economy is as much a scientific question as a political one in the sense that statistical results are decision making tools, the researchers believe that this study can provide insight and implications for both the public and private actors in the social economy.
