우리나라 지역의 사회적 금융 생태계는 아직 태동단계에도 도달하지 못해, 지역의 사회적 경제조직들의 자금조달에 매우 큰 어려움을 겪게 하고 있다. 이 연구는 기존 논의와 해외 사례 연구, 대전충남 지역의 사회적 금융 실태에 대한 설문조사 분석을 통해, 이 지역의 사회적 금융 생태계 구축, 특 히 자금조성과 배분 체계의 구축을 검토하였다. 이 검토를 기초로 제시한 방안은 다음의 세 가지이다. 첫째, 자금 배분을 효율적으로 할 수 있는 새로운 사회적 금융 전담 중개기관을 설립해야 한다. 둘째, 효과적인 자금의 조성을 위해 지방정부 주도로 기금을 조성하고 또 자금공급자의 적극적인 공급을 유인하기 위해 조세나 기타 행정적 유인을 제공해야 한다. 셋째, 지방정부 차원의 사회적 금융에 대한 감독과 자금배분 기준을 마련해야 한다.
Abstract
The social finance system of Daejeon-Chungnam region has not reached the early stage yet, so social economic organizations in the region have great difficulties financing their investment. This study reviews the existing discussions and case studies abroad on social finance, and surveys the social finance status of the region. Based on this review and survey, the following three proposals are suggested to build the social finance system. First, new social finance intermediaries should be established to efficiently allocate funds. Second, tax incentives or other administrative incentives should be provided to attract the active supply of funds to investors. Third, supervision and allocation standards for social finance at the local government level should be prepared.
