Abstract

This study compared young people's experiences of welfare policy and basic income experiences from the perspective of the manifestation of conditionality. In previous studies, welfare experiences were mainly focused on the stigma of public assistance. This study expanded the perspective to the conditionality of existing welfare policies, including social insurance and various youth policies. We examined how the conditionality of the system is related to individual experience and what it means to receive an unconditional basic income. The research participants were 19 young people who participated in the Busan Youth Basic Income Project. The generic qualitative research was conducted through individual interviews. In the welfare experience of young people, conditionality appeared in the form of means test, proof of performance and skills, and performance of labor. This conditionality served as a context for negative experiences in young people's self-esteem, autonomy and freedom, trust in themselves and others, and relationships with society. In contrast, the unconditional basic income allowed people to experience a system that made it easy to apply and did not reveal their poverty or vulnerability whether they received it or not, and gave them a sense of freedom and happiness as there were no restrictions on the use of the subsidy. Furthermore, it was recognized as a system that could realize equality in a capitalist society where inequality had already deepened. Accordingly, the necessity of easing the conditionality of welfare policies and moving toward universal welfare system was proposed.
