서울시 청년수당의 정책담론과청년수당 참여자의 정책경험

The Policy Discourses of Seoul Youth Allowance and the Policy Experiences of Young Adults

초록

본 연구는 청년수당 정책담론과 청년수당 참여자의 정책경험을 비교하고 그 간극을 좁힐 수 있는 방안을 고민하는 데 그 목적이 있다. 2015년 청년수당(前 서울형 실업부조)이 발표되면서 중앙정부, 지방정부, 언론계, 학계, 정치계 등을 중심으로 정책 관련 담론이 폭발적으로 증가했다. 그러나 정책화가 된 지 7년이 지난 지금에도 정책 당사자인 청년수당 참여자들의 정책인식 및 경험과 관한 목소리는 충분히 반영되지 못하고 있는 상황이다. 이에 본 연구는 청년수당 참여자 9명에 대한 심층면접을 통해 청년수당 시행 여부 근거로써 청년의 상황, 청년수당 집행 근거로써 청년의 행태, 청년수당 정책 목표 근거로써 청년 지원의 범위에 대한 청년수당 정책담론과 청년수당 참여자의 정책경험이 어떻게 다른지 조명해본다. 구체적인 결과는 다음과 같다. 첫째, 청년수당 시행 여부 근거로써 청년의 상황은 주류 담론이 청년을 불안정 노동에 종사할 위험이 높은 집단, 취약계층으로 해석하는 것과 달리 청년수당 참여자들은 불안정 노동이 전략적 선택이라는 인식, 취약계층으로 보는 청년수당 담론에 대.한 의문, 청년수당이 정치인의 세력확대일 거라는 의심을 보였다. 둘째, 청년수당 집행 근거로써 청년의 행태는 청년수당이 청년들의 자율적 소비와 자기 활동을 독려할 것이라고 상정하는 주류 담론과 달리 청년수당 참여자들은 애매한 소비기준 사이에서 자기 검열을 하는 모습과 행정의 기준에 맞는 소비 행태를 보였다. 마지막으로 청년수당 정책 목표 근거로써 청년 지원의 범위는 주류 담론이 일자리 정책과 거리를 두며, 포괄적 생활지원과 관계망 형성을 지원한다는 지향을 보이고 있었다. 그러나 개별 청년수당 참여자들은 일하지 않는 본인들의 처지에 대한 불안, 실제로 다양한 일자리 기회에 대한 제공을 바라고 있었으며, 정책이 지원하는 생활 모임과 관계망에 참여하고 싶지 않다는 의견을 보였다. 결론에서는 취약계층인지에 대한 인식, 자율적인 소비에 대한 경험, 포괄적인 생활지원 등에 대한 청년수당 참여자들의 의견을 바탕으로 청년수당 정책담론의 개선 방향에 대해 제언해보고자 한다.

Abstract

The purpose of this study is to compare youth allowance policy discourses with young adults’ policy experiences. With the announcement of the Youth Allowance in 2015, policy discourses have been created by various discursive actors like the central government, Seoul metropolitan government, politics, media, and academia. However, the voices of youth allowance claimants are being excluded from the discourse production. Based on in-depth interviews with 9 receivers of the Youth Allowance, this study shows the differences between policy discourses and the actual policy experiences of the youth participants. First, while the mainstream discourse supposes the youth as a group at high risk of precarious work, participants of the youth allowance questioned the discourse that views young adults as vulnerable and suspected that youth allowances are the strategy to expand politicians’ power. Second, whereas the mainstream discourse postulates that youth allowances will encourage autonomous consumption and self-activity of young people, the participants self-censored their consumption behavior in order to meet administrative standards and complained about ambiguous consumption standards. Finally, the mainstream discourses aim to support diverse life areas of the youth and the formation of their social networks, keeping a certain distance from job-oriented supports. However, individual youth allowance participants were rather reluctant to involve in the non-working activities that the policy organize and wanted more job-focused supports. These findings suggest that the youth policy needs to reflect the actual life and need of young people.
