Abstract
This study aims to explore René Girard's mimesis theory and utilize his idea as a theoretical and conceptual framework for educational research with an example of OECD's PISA. From the perspective of René Girard, desire is a fundamental reason of all human suffering and conflicts, mimesis is a critical feature of the desire, and our society can be understood by a mechanism of mimetic desire, mimetic competition, and social desire. Applying Girard's idea to OECD's PISA reveals a structure of desire and mimesis within/amongst participating countries of OECD PISA. Although PISA is to assess students' competencies for future society, mimesis theory enables us to consider it as a governing technology working by a mechanism of 'desire-mimesis-scapegoat' through establishing educational policies based on OECD's indicators, constructing global governance on education, and continuing international comparative assessment.
