2021년 12월 서울에서 개최된 제33차 세계협동조합대회 이후 ICA는 정체성선언문의 심화 또는 개정 작업을 추진하고 있다. 본 연구는 정체성선언문의 채택과 그로부터 29년의 시간적인 맥락에서정체성 선언문의 심화, 또는 개정 주장이 ICA에서 어떻게 진행되었는지 그 논의의 맥락을 밝히고, 현재 진행 중인 ‘정체성 선언’의 심화, 또는 개정에 대한 본 연구자의 의견 및 그 근거를 제안하는것을 목적으로 삼는다. 본 연구는 정체성 선언문 및 관련된 주요한 문서와 제정 위원의 글을 중심으로 정체성선언문 제정 시의 논쟁과 제정 후 영향, 성찰을 추적하고 정체성선언문이 현 시기에 개정될 필요가 있다는 의견에 동의한다. 본 연구에서 검토한 개정 요소는 2가지이다. 첫째, 협동조합 가치 중에 ‘자기책임’을 ‘상호책임’으로 변경하고, ‘사회적 책임’ 대신 ‘생태계에 대한 책임’을 추가할것. 둘째, 제3원칙(조합원의 경제적 참가)에서 조합원이 협동조합의 발전에 기여해야 함을 명시하고이용 실적 비례 배당 대신 ‘협동조합의 목적 실현과 서비스 발전에 헌신한 조합원에 보상하기 위해’ 로 수정하기를 제안한다.
Abstract
The ICA has officially been working on deepening or revising The Statement on Cooperative Identity (SCI) since the 33rd World Cooperative Congress in Seoul, 2021. The purpose of this study is to review the process and debate the SCI proposal process in ICA, and suggest an opinion and rationale for the revision of the SCI. To this end, a literature review method was implemented, which includes the SCI amendment committee members’ articles as well as official materials of the ICA. As a conclusion, this study proposes two elements of revision. First, there should be a change from selfresponsibility to mutual responsibility in the co-operative values and human responsibility towards the environment instead of social responsibility. Secondly, there needs to be a modification of the third principle (Members Economic Participation). This study proposes to state that members should contribute to the improvement of cooperative’s services, and re-examine the practice of benefiting members in proportion to their transactions with the cooperative. In other words, patronage dividend needs to be reformed because in this time of harsh global competition and oversupply, almost every consumer business offers economic incentive such as dividends, so it in not a cooperative’s difference anymore. Moreover, compensating members who have devoted themselves to the improvement of cooperative services is more important.
