초록

조합원의 참여와 민주적 관리는 협동조합 원칙을 구성하는 하나의 요인이며 1980년대 이후 ICA가 협동조합의 정체성문제를 검토할 때 매우 중요하게 생각한 요인이다. 이러한 사정은 1995년 ICA가 정체성선언을 할 때 약화된 조합원 참여와 민주적 관리를 어떻게 하면 강화할 수 있을까 하는데 많은 주의를 기울였다는 점에서 확인할 수 있다. 이를 염두에 두면서 이 논문은 한국의 지역신협이 당면하고 있는 문제 특히 약화된 정체성 문제를 검토하는 것을 목적으로 한다. 이 논문은 한국의 지역신협이 조합원의 참여의 의미와 내용을 왜곡하고 있으며, 민주적 관리에는 거의 주목하고 있지 않고 있다고 주장한다. 그리고 이는 그것의 정체성에 매우 부정적인 영향을 미치고 있다고 주장한다.

Abstract

Member participation and democratic management are elements of the cooperative principles, that have been important to the International Co-operative Alliance (ICA) in its examinations of cooperative identity since the 1980s. In the ICA’s 1995 identity announcement, particular attention was paid to how faltering participation and undemocratic management could be addressed. These points are the backdrop to this paper which studies the problems faced by Korean credit unions, especially that of weakened identity. It is asserted that Korean credit unions distort the meaning and content of member participation and are not concerned with democratic management. The very negative effects of this on the identity of Korean credit unions are argued.
