협동조합 생태계 활성화를 위한 블록체인 기술 적용 방안

초록

협동조합은 사회적 경제를 형성하는 주체 중 하나로서, 공동체와의 협력과 연대를 통해 자본주의경제체계의 한계를 극복해 나가는 대안적 기업의 성격을 지니며, 사회적 자본을 창출하는 역할을수행한다. 공동소유와 민주적 통제, 자발적으로 모인 사람들의 자율적인 결사체로서, 협동조합은 블록체인 기술을 바탕으로 형성되고 있는 탈중앙자율조직(DAO)와도 유사한 면이 있다. 2012년 협동조합기본법 제정 이후, 우리나라 협동조합 생태계는 양적 성장을 이루었지만, 질적 성장은 미진하다는 평가를 받고 있으며 자본조달, 협동조합 간의 연대, 의사결정 투명성 제고 등 해결해야 할 과제를 지니고 있다. 이 연구는 협동조합 생태계 활성화를 위한 블록체인 기술 적용 방안을 제시한다. 유무형의 가치를 창출하는 각 협동조합들이 컨소시엄 블록체인 네트워크에 참여하고 사회적가치거래소에서 다양한 이해관계자들과 함께 상호작용하는 방안이며, 이를 바탕으로 협동조합 생태계가당면한 과제를 해결함과 동시에 협동조합 기업의 지속가능성을 제고하고자 한다.

Abstract

As one of the main entities forming a social economy, cooperatives serve as alternative enterprises that overcome the limitations of the capitalist economic system through cooperation and solidarity with the community, playing a role in creating social capital. Cooperatives, characterized by joint ownership, democratic control, and voluntary association of individuals, share similarities with Decentralized Autonomous Organizations (DAOs) that are formed based on blockchain technology. Since the enactment of the Framework Act on Cooperatives in 2012, the cooperative ecosystem in South Korea has achieved quantitative growth, but it is evaluated as having lagged in qualitative growth, facing challenges such as capital procurement, solidarity among cooperatives, and enhancement of decision-making transparency. This study proposes the application of blockchain technology to revitalize the cooperative ecosystem. The proposed method involves each cooperative that creates tangible and intangible value participating in a consortium blockchain network and interacting with various stakeholders through a social value exchange. This approach aims to address the challenges faced by the cooperative ecosystem and enhance the sustainability of cooperative enterprises.
