사회적 배제 대상으로서의 노숙인에 대한 언론의 프레이밍: <조선일보>와 <한겨레신문>을 중심으로

이 연구는 가장 극한적인 사회적 배제 상태에 놓여 있는 노숙인들에 대해 언론이 어떻게 프레이밍하고 있는지를 고찰하고 있다. 구체적으로, 언론의 프레이밍에 의해 제시되는 노숙인의 이미지는 무엇인지, 특정 이미지의 노숙인에 대한 언론의 태도나 입장은 어떠한지, 그리고 노숙이나 노숙인 문제해결과 관련된 언론보도에 사용된 프레임은 무엇인지를 <조선일보>와 <한겨레신문>의 프레임을 분석함으로써 밝혀내고 있다. 주요 연구결과를 보면 다음과 같다. 첫째, 사회적 배제자이자 약자인 노숙인과 관련된 언론의 기사량은 많지 않았는데, 이는 기사가 주로 노숙인과 관련된 정책발표, 사건사고 보도, 노숙인 관련 행사 보도 등 사건 중심적이었던 반면에, 노숙인 문제에 대한 깊이 있는 분석이나 해결방안에 대한 내용은 상대적으로 적었기 때문이다. 둘째, 언론에 나타난 노숙인의 이미지에 대한 프레임은 ‘경제적 박탈자’, ‘잠재적 질환자’, ‘잠재적 범죄자’, ‘혐오감 유발자’, ‘나태․무기력자’, ‘동정 대상자’ 등 총 6가지의 범주로 구분될 수 있었으며, 이 중 ‘잠재적 범죄자’ 프레임이 두 신문 모두에서 가장 빈번하게 등장하였다. 셋째, 언론에 나타나는 노숙인에 대한 태도나 입장은 두 신문 모두 대체로 부정적이었으며, <조선일보>가 노숙인에 대해 보다 부정적인 내용을 기사화하였다. 넷째, 언론에 제시된 노숙인 문제해결에 관한 프레임은 ‘주거권 확보에 관한 노력’, ‘의료적 지원 및 혜택의 확대’, ‘안정적 고용 기회 제공’, ‘사회적 지지와 공적 부조 제공’, ‘문화적 향유 제공과 문화적인 문제해결 노력’, ‘범죄로부터 노숙인 보호’ 등 총 6가지의 범주로 나뉠 수 있었으며, 이 중 가장 빈번하게 등장한 프레임은 두 신문 모두 노숙인의 ‘주거권 확보에 관한 노력’ 프레임이었다. 본 연구는 노숙 문제해결을 위해서는 노숙인 문제와 관련된 제도와 문제해결 과정의 변화를 모색하는 장기적이며 다차원적인 대응과 개입이 필요하다는 것을 확인할 수 있었으며, 언론은 사회적 책임의식을 갖고 이러한 과정에 기여할 수 있어야 한다는 시사점을 제공하고 있다.
Abstract
This study investigated how news media framed the homeless who were in the state of social exclusion in our society. With the frame analysis of news articles of two newspapers--the Chosun Ilbo and the Hangyereh Shinmun, the study tried to show how the two newspapers represented various images of the homeless, what attitudes or positions they retained toward the homeless, and how they framed the various ways to solve the social problems related to the homeless. Results revealed that, first, news stories related to the homeless were mostly about the homeless-related social policies, accidents and events that the homeless were involved in, etc. Second, this study showed six different images of the homeless--economically deprived, potentially ill, potentially criminal, hatred-causing, lethargic, and sympathetic. Most frequent image of the homeless was 'potentially criminal.' Third, the Chosun had more negative attitudes toward the homeless than the Hangyereh. Fourth, this study found six frames with respect to how the homeless problem can be socially solved--provision of living space, medical support and health benefits, stable employment, social support and public aid, and cultural approach for the homeless. The provision of living space was the most frequent frame in both newspapers.
