포스트 발전국가론과 여성주의적 개입

A Feminist Intervention into the Post-developmental State Theory

이 글은 최근 무한 경쟁과 경제성장을 추구하는 이명박 정부의 발전주의 헤게모니가 여성적인 몸을 ‘새로운 전쟁터’로 만들고 있는 현실에 주목하며 여성주의에게 국가란 무엇인가, 특히 발전주의적 국가란 무엇인가라는 질문으로부터 출발한다. 이명박 정부의 발전주의 정책이 여성의 몸과 섹슈얼리티를 경제 발전이라는 목적을 위해 억압하며 도구화하고 있다는 점에 주목하면서, 이 논문은 현재 한국 국가의 성격을 설명하는 ‘포스트 발전국가론’이 여성주의 관점을 누락하고 있다는 점을 비판하고 이를 포함하기 위한 이론적 개입 지점들을 밝힘으로써 그것의 여성주의적 재전유를 시도한다. 이를 위해, 첫째 ‘발전국가론’과 이에 대한 비판과 재구성으로서의 ‘포스트 발전국가론’의 등장과 전개과정을 살펴본다. 둘째, 포스트 발전국가론의 주요 논자인 사회학자 조희연의 텍스트들을 근거로 하여 이에 대한 여성주의적 비판과 개입지점들을 분석한다. 조희연의 논의에 등장하는 ‘국가-시민사회’ 프레임은 다분히 서구중심적, 남성중심적이며 계급중심적인 성격을 가지고 있으며 포스트 발전주의 국가의 동원체계와 헤게모니의 구성/균열과정에서 전반적으로 젠더-섹슈얼리티 권력관계를 누락·단순화하고 있다는 점을 비판한다. 이런 한계를 넘어서기 위해서는 이 글은 포스트 발전국가론이 국가의 시민사회의 내장성(embeddedness)테제, 포스트 발전국가 헤게모니의 젠더화된 전지구적 성격, 그리고 발전주의 국가 헤게모니의 가부장성이라는 세 가지 이론적 지점들을 고려할 것을 제안한다. 포스트 발전국가 헤게모니에 대한 여성주의 연구는 현재 신자유주의적 발전주의 정책에 비판적이지만 이것을 넘어서는 대안을 내놓지 못하는 여성주의 진영의 ‘전략적 딜레마’를 풀어낼 수 있는 여러 가지 잠재력을 보유하고 있다는 점에서 그 실천적 함의를 찾는다.

Abstract

The paper begins with the questioning of what the state, in particualr, the hegemony of the post-developmental state, means to feminist theory and activism, facing "the new war" in where women's bodies and sexuality are controlled and oppressed in the name of achieving national economy growth and stronger global competitive edge. Social scientists seem to explain the distinctive feature of the state via post-developmental state theory. None the less, the theory tends to extensively overlook the specific aspect of gender- sexuality power relations. This paper argues the limit of the post-developmental state thoery to explore women's inclusion/exclusion from the developmental hegemony and puts forward the new theoretical agendas to re-appropriate and reconstruct the theory in feminist perspectives. It firstly depicts the process of the developmental state theory and the post-developmental state theory as a critique of the developmental state theory. Then it brings out the critical feminist points of the post-developmental state theory. Finally, it creates the three theoretical elements for reconstructing the gendered theory; the theme of the embeddedeness of the state in society, the gendered nature of globalization impacted the post-developmental state and patriarchal nature of the developmental state hegemony. This femninist approach to the post developmental state may contain a potential to open up a new space dealing with a strategic dilemma that S. Korean feminists are facing.
