초록

본 연구는 가정폭력과 반려동물 학대를 함께 다루는 국내 연구와 대응체계는 부재하다는 점에 문제를 제기하고, 가정폭력과 반려동물 학대에 통합적으로 대응하는 방안 을 모색하고자 수행되었다. 가정폭력과 동물학대의 개념과 이론 및 한국 사회의 동물학 대 관련 대응에 대해 검토하고 가정폭력과 반려동물 학대의 중복발생에 대한 미국의 사례에서 시사점을 발견하고자 하였다. 본 연구의 결과로 도출된 통합 대응의 방향은 다음과 같다. 첫째, 가정폭력과 동물 학대의 중복발생에 대한 통합적 대응체계 구축을 위한 법ㆍ제도적 기반을 마련해야 한다. 여기에는 정부 보조금 지원을 현실화하고 피해자 보호명령 대상을 반려동물까지 포괄하는 법의 제ㆍ개정과 실태조사 수행이 포함된다. 둘째, 피해자가 반려동물과 함께 폭력 상황을 벗어나는데 주저하지 않을 수 있도록 도움요청의 장애물을 제거해야 하며, 공식 도움 체계의 전문성과 민감성을 강화하기 위한 방안을 모색해야 한다. 셋째, 동물의 법적 지위 변화는 피해자와 반려동물의 안전을 보장하고 이들에 대한 지원을 강화 할 수 있는 방향으로 이루어져야 한다. 마지막으로, 가정폭력과 반려동물 학대의 문제는 생명 존중과 생명체들 간의 상호연결성에 기반한 윤리적 문제임을 이해하고, 생명 존중과 윤리적 차원에서 동물에 대한 민감성을 갖추고 소통할 수 있는 역량을 갖추어야 할 것이다.

Abstract

This paper aims to explore ways to respond to and intervene in the overlap between animal cruelty and domestic violence, as no research on systemic response to such issue has been discovered in South Korea. This research examines the concepts and theories that explain the overlap between domestic violence and animal abuse, as well as the responses to animal abuse in South Korea and the overlap between domestic violence and animal abuse in the United States. The findings of this investigation indicate the followings. First, policies should be enacted to develop a response system to the overlap between domestic violence and animal abuse and to provide victims of domestic violence and animal abuse with integrated, government-funded services. Second, formal services providers should increase their capacity to provide assistance to multiple victims of domestic violence and animal abuse and reduce the barriers that prevent victims from seeking assistance. In addition, changes to the legal status of animals should ensure the safety of victims of domestic violence and animal abuse and enhance their support. Lastly, it is necessary to understand that the overlap between domestic violence and animal abuse is an issue of ethics founded on the value of life and the interconnectedness of all living things.
