2020년 기준 우리나라 전체 가구의 약 28%가 반려동물을 키우고 있으며 반려동물 양육인구는 1,500만 명에 이르고 있다. 반려동물과 관련된 산업 규모는 3조 4000억 원에서 2026년이 5조 7000억 원까지 성장할 것으로 전망되고 있다. 이러한 반려동물 양육인구가 증가함에 따라 동물학대 등의 범 죄 역시 함께 증가하고 있다. 한국에서도 동물권을 향상시키려는 노력이 계속되고 있으나 관련 범죄 가 줄어들고 있지 않는 상황이다. 이렇듯 최근 급격하게 증가하고 있는 동물학대 범죄는 간과해서는 안 될 사회현상이다. 많은 연구에서 동물학대는 범죄로 연결될 수 있으며 특히 폭력과 살인의 발생 에 깊은 관여를 하고 있다는 것이 여러 실증적 연구를 통해 들어나고 있다. 이 연구에서는 이러한 동물학대 범죄를 사전에 찾고 예방하여 더 큰 범죄로 발전되는 것을 막고 자 한다. 이를 위하여 「동물보호법」에 명시되어있는 동물보호감시원 제도를 적극 활용해야 한다. 동물학대를 범죄를 예방하고 동물학대 범죄에 전담경찰제도를 도입하는 것은 동물의 보호와 복지를 위하고 나아가 인간사회의 안녕에도 중대한 문제이기 때문이다. 동물학대 범죄는 아동 학대 또는 다른 형태의 범죄가 발생할 수 있기에 더욱 예방이 중요하며 정부의 지원과 사회의 관심이 필요하다.
Abstract
In 2020, about 28% of all Korean families are raising pets. The number of pet owners reached 15 million. The size of the industry related to pets is expected to grow from 3.4 trillion won to 5.7 trillion won by 2026. As the number of people raising these pets increases, crimes such as animal abuse are also increasing. Germany stipulates animal protection as the duty of the state in the Basic Law. Efforts to improve animal rights continue in Korea, but related crimes are not decreasing. As such, the rapidly increasing number of animal abuse crimes in recent years is a social phenomenon that cannot be ignored. Many studies have shown that animal abuse can lead to violent crimes and is particularly deeply involved in the occurrence of violence and murder. This study aims to prevent such crimes of animal abuse from developing into larger crimes by finding and preventing them in advance. To this end, it is necessary to actively utilize the animal protection monitoring system specified in the Animal Protection Act. This is because preventing animal abuse from committing crimes and introducing a dedicated police system for animal abuse crimes is a serious problem for the protection and welfare of animals and furthermore for the well-being of human society. Animal abuse crimes can lead to child abuse or other forms of crime, so prevention is more important and requires government support and social attention.
