여성결혼이민자 대상 한국어 교육의 현황 및 발전 방향- 다문화가정지원센터에서의 한국어 교재와쓰기 교육을 중심으로 -

최근 법무부 출입국외국인정책본부의 통계자료에 의하면 결혼이민자는 15만 명이 넘어 매년 그 수가 증가하고 있다. 한국 정부는 결혼이민자의 조기 정착을 위해 한국어 교육, 다문화가족통합 교육, 다문화가족취업연계 및 교육지원 등 많은 정책을 실행해 오고 있다. 이 가운데 한국어 교육은 전국 212개의 다문화가족지원센터를 통한 집합교육, 방문교육, 온라인 교육, 방송교육 등 다양한 방법을 통해 이루어지고 있다. 본 연구는 국제결혼을 통해 한국에 온 여성결혼이민자의 한국어 교육의 실제를 다룬다. 먼저 다문화가족지원센터에서 여성결혼이민자를대상으로 한국어를 교육할 때 사용되는 교재와 교사 지침서를 분석하였다. 그리고 다문화가족지원센터에서 실시되는 한국어 쓰기 교육의실태를 살펴보았다. 이를 바탕으로 여성결혼이민자들의 쓰기 능력 신장을 위한 개선 방안을 모색했다. 이러한 분석을 바탕으로 본 연구는 여성결혼이민자의 한국어 능력을향상하기 위해 여러 고려할 사항을 제안하고 있다. 먼저 한국어를 배우는 여성결혼이민자들의 다양한 목적이 교재에 포함되어야 한다. 특히 사회 활동과 관련된 주제와 내용이 교재에 더욱 적극적으로 반영되어야 한다. 현 교재는 언어의 네 기능이 통합되어 교육되도록 구성되어 있는데, 학습자의 수준에 맞게 변화가 이루어져야 한다. 즉 초급 단계에서는 말하기와 듣기가 강조되지만 한국어 수준이 높아지면서는점차 읽기와 쓰기가 더욱 중요시되어야 한다.
Abstract
International marriages in Koreaare not any more unfamiliar. According to the statistics of the ImmigrationOffice of Korea, as of April 2014 the numbers of international marriagesare 152,020 and every year it is increasing. 85.3% of them are women and14.7% are men. The Government of Republic of Korea has been makingplenty of efforts for their early settlements in Korea. The efforts are suchas Korea language teaching, education for integration of multiculturalfamilies into the Korean society, education and support for employmentof multicultural family members. The Korean language teaching has beenfulfilled via various media such as 212 multicultural family supportcenters nation-wide, on-line internet services and education broadcastingservice, etc. This paper studies the teaching of Korean to female immigrants who havecome into Korea through international marriages. It examines the currentsituation of teaching Korean writing which is currently being conductedat multicultural family support centers and makes analyses on textbooks and teachers’ guide books used at the centers. This research is performedwith the intention of increasing the competence of the Korean languageuse of female immigrants. The results of the analyses show that the following points must be takeninto consideration in order to increase the writing competence of femaleimmigrants. The Korean textbooks must include various purposes forwhich the female immigrants learn Korean. Especially subjects andcontents concerned the social activities have to be reflected more activelyin the textbooks. Currently the four language skills are taught integrated,but differentiated emphasis must be given according to the levels;Speaking and listening is given more attention at the beginner’s level, andgradually reading and writing must get more attention at the upper levels. In addition, the teachers’ manuals must be composed in more specificdetails so that even teachers with no previous experience can lead moresystematic classroom activities for writing.
