환경책임보험은 발생할 수 있는 거대 손해 등에 대비하기 위해 손익분담방식 국가재보험을 운영하고 있다. 비례재보험과 비비례재보험의 혼합형태의 손익분담방식은 손해율 구간별로 손익분담비율이 설정되어 있어 원수보험자와 재보험자간 손익을 공유하는 구조로 설계되어있다. 손익분담방식 재보험은 비례재보험 부분에 대해서만 재보험료가 발생하여 구조적으로 원수보험자와 재보험자간에 손익의 불균형이 존재한다. 이번 연구는 손익분담방식 재보험 구조에서 발생하는 손익불균형을 적정한 수준으로 조정할 수 있는 재보험구조 조정 방법론을 제안한다. 방법론 전개를 위해 손익불균형 지수를 정의하고 동등재보험구조의 개념을 도입하였다. 최근 환경책임보험 손해율 경험자료의 실증분석 결과로부터 모수변동성을 반영한 손해율 분포를 추정하고 손익불균형 지수 산출 및 재보험구조 조정의 예를 제시하였다.
Abstract
A portion of risk in environmental impairment liability insurance is transferred to government through profit-loss-sharing reinsurance contract in order to prepare for possible large losses. Profit-loss-sharing reinsurance is designed to share profit and loss between an insurance company(cedant) and a reinsurance company(reinsurer) by setting the profit-loss sharing ratio for each predetermined loss ratio layers. Reinsurance premiums are incurred only for the proportional reinsurance portion, which eventually creates an imbalance in profit and loss between the cedant and the reinsurer. This study proposes a adjustment methodology of reinsurance structure that can mitigate the imbalance of profit and loss between two parties. Profit-loss imbalance index was defined and the concept of equivalent reinsurance structure was introduced. From the empirical analysis of recent loss ratio data in environmental impairment liability insurance, annual loss ratio distribution was estimated, and examples of profit-loss imbalance index calculations and the adjustment of profit-loss sharing ratio were presented.
