인류의 대제전인 올림픽은 순기능과 역기능이 공존하고 있다. 이의 원인으로 상업화와 정치화, 또는 이 두 요소의 상호작용 등이 거론되는 가운데, IOC는 올림픽운동 본연의 임무에만 충실하기 어려운 상황에 직면해 있다. 이와 같은 입장은 최근 올림픽종목의 선정과 관련하여 레슬링 종목의 탈락과 재선정 과정을 통해 그 난맥상이 드러나고 있다. 특히 이번 레슬링 사태는 IOC의 근본적인 역할에 대해 논란을 야기하면서 스포츠권력구도의 개입의혹, 상업성 문제, IOC의 폐쇄성, 종목 간 생존경쟁 등이 그 원인으로 지목됨에 따라 이 연구에서는 이번 사태가 IOC의 무리한 의사결정과정의 결과였는지를 면밀히 검토하고, 이에 대한 논평을 통해 향후 IOC가 추구해야할 방향성을 제언하고자 하였다. 그 결과 IOC가 스포츠 행정의 최고의 위치에 있는 정치적 의사결정 기구이고, 자율성을 확립한 집단이라는 것을 미루어 볼 때, IOC의 올림픽 종목결정에 가치와 이념을 최우선의 잣대로 삼는 것은 무리라는 현실적인 이유에도 불구하고, 올림픽헌장에 여전히 올림픽의 이상이 자리 잡고 있는 이상 올림픽이 존재해야 할 이유와 당위성을 상기하는데 주력해야 한다는 결론을 도출하였다. 이는 궁극적으로 스포츠는 정치와 분리되어야 한다는 대전제 아래, 보다 바람직한 스포츠의 모습으로 복원될 수 있는 방안이자 국제사회의 정의를 바탕으로 스포츠행정조직들의 바람직한 스포츠행정의 확립에 기여해야 한다는 원칙을 재확인하는 것이다.
Abstract
The Olympic Games that are the biggest sports festival of mankind produce both good and adverse effects. Commercialization, politicization and the interaction of the two factors are considered to be the causes of it. Under the circumstances, it's not easy for the IOC to commit itself to its duties. The fact that wrestling was eliminated from the Olympic Games and then was lately incorporated again is a good example to show the IOC has fallen into chaos. The wrestling incident provoked controversy against the original roles of the IOC, and it's said that the situation of this organization is attributed to the possible intervention of men in power, commercialization, its own closed management and fierce struggle for existence among sporting events. The purpose of this study was to examine whether the wrestling incident would be the consequence of unreasonable decision making by the IOC, to comment on it, and ultimately to suggest some of the right directions for the IOC. As a matter of fact, the IOC is the supreme political decision-making organ in the field of sport administration, and that is an independent organization as well. The Olympic Charter definitely specifies what ideals the Olympic Games should pursue. Given all the facts, it's concluded in this study that the organization should keep in mind the oughtness of the Olympic Games and their reason for being, though it's not basically reasonable for the IOC to make value and ideology its top priority for the selection of Olympic sports. Ultimately, sports should be independent from politics, and the organization should contribute to the ideal recovery of sports and the establishment of the right sport administration in principle so that justice could be served in the global society.
