본 연구에서는 올림픽의 정치적 측면의 역사를 개괄적으로 추적하고 그 실체를 조명하였다. 또한 올림픽운동과 그것의 이상을 실현하는 데 있어서 국가주의의 횡행을 비롯한 정치의 개입 효과를 감소시키기 위한 변화의 제안들을 제시하고자 하였다. 연구목적을 달성하기 위하여, 지난 100 여 년의 근대올림픽 전개과정에서 발생되었던 일련의 중요한 정치적 사건들을 추적 및 분석해 보았다. 근대 올림픽이 출범한 이래 발생된 국제스포츠 세계 및 올림픽에서의 정치적 사건들은 다음의 네 가지 형태에 따른 주체들의 정치적 결정에 의하여 이루어졌다: 1) 올림픽에서 선수들의 능력과 관련한 과도한 국가주의; 2) 일련의 국가들에 의하여 올림픽에의 참가가 불허되는 지배체재의 결정; 3) 정치적인 이유로 인한 올림픽 경기에의 보이코트 행위를 행하는 국가의 결정; 4) 올림픽과 연관된 정치적인 조직들. 연구의 결과로서, 상기의 정치적 사건들의 정치적 배경과 요인들을 통하여 올림픽을 탈정치화 시키기 위한 전략적 방안들이 다음과 같이 제시되었다, 1) 항구적인 올림픽개최지 선정; 2) 올림픽 경기에 있어서 경쟁의 주체는 국가가 아닌 개인; 3) 올림픽 출전자격의 확대와 개방; 4) 올림픽 개최 소요 경비의 획기적 축소; 5) 올림픽 운영 조직체계의 새로운 구성 등이다. 결과적으로 국가주의 시대와 냉전시대를 통하여 극한의 정치성을 노출시켜왔던 근대 올림픽이 구현해온 보편적 전통과 이념은 이미 새로운 세계의 구조와 질서 및 가치체계에 융합되어 해탈의 과정을 겪고 있다. 금세기를 잇고 있는 글로벌리즘과 새로운 공동체의 결성은 올림픽의 새로운 비전과 가치 구축의 배경들이 될 것으로 기대될 수 있다. 역사적으로 이러한 움직임은 올림픽을 가능하면 정치로부터 분리시킬 수 있도록 재조정할 수 있는 전환점이 될 수 있을 것이다.
Abstract
The purpose of this study was to trace the politics of Olympics and to examine the political tendency of Olympics in relating with nationalism during the last century and to offer proposals to solve the problems for change. The following things were articulated as the results of the study. First of all, two permanent sites for the Olympic Games will be established. Each permanent site must be neutral or otherwise the Olympic Games will continue to be subject to the influence of power politics. Second, the events to competition among individuals will be restricted. All team sport must be eliminated because each team represents a nation, which makes political considerations inevitable. Athletes must represent only themselves. Athletes, in actually and symbolically, should not represent a country, nor should any nation-state be represented by uniforms, flags, national anthems, or political leaders. Third, eligibilities and openness for qualifying the Olympic Games will be reconsidered. All level of athletes are eligible for competition. The nation-state should not be involved in selection process because this encourages nationalistic feelings. Fourth, the costs for the event should be reduced significantly. Subsidize the cost of the Olympics from revenues generated from spectators' admissions to the regionals, admissions to the Games, an from television. By establishing permanent sites and eliminating team events, the cost of the Olympics would be reduced significantly. Finally, an Olympic Committee and secretary-general to prepare for and oversee Olympics should be established. The concept of ruling body of Olympics is essential, but the committee should be reorganized to reduce political consideration. One possibility would be incorporate the selection procedures used in the United Nations to select its Secretary-General.
