唐代 嶺南 統治와 州縣官 임용방식의 변화 ― 南選의 변화과정을 중심으로 ―

Abstract

The Southern Selection(南選) is a special election system in which the principle of domicile avoidance was exceptionally abandoned, focusing on areas such as the southern border region where the Tang Dynasty's rule was not thoroughly implemented. The initial purpose of implementing this system was to keep indigenous forces in check and to provide a solution to the decline in the quality of state officials. Therefore, after the Tang Dynasty, when influential indigenous forces were weakened, the local minister of the relevant region concurrently took on the task of carrying out the affairs. In addition, there was a change from dispatching the official selection commissioners(選補使) and having the Supervisory Censor(監察御史) directly supervise the work, to omitting the accompanying of the Supervisory Censor. Then, as the local government changed after An Lushan's Rebellion, The Southern Selection also changed. During the reign of Emperor Wenzong(文宗), edicts ordering the suspension of the Southern Selection(南選) were issued several times, ultimately leading to the conclusion of its abolition. The Tang Dynasty accepted the weakening of the Tang dynasty's influence in the region by acknowledging the appointment of provincial and county officials(州縣官) by the regional military governor(節度使). Instead, the Tang Dynasty acquired the “benefit” of national administration and, at the same time, sought to appoint provincial and county officials, who had a good understanding of the special situation of the Lingnan region(嶺南), which remained in the late Tang Dynasty.
