본 연구는 우리나라 청년 남성의 병역의무 이행이 학교에서 노동시장으로의 이행과정에서 노동시장 성과에 어떠한 영향을 미치는지를 첫 일자리 취업연령과 임금수준을 중심으로 살펴보았다. 본 연구에서는 신체적 건강 상태와 같은 연구자에게 관측되지 않는 특성으로 인한 내생성 문제의 발생 가능성을 고려하여 성향점수매칭법을 이용한 실증분석을 시도하였다. 주요 분석 결과, 우리나라 청년 남성의 병역의무 이행이 첫 일자리 취업연령 및 임금수준과 같은 초기 노동시장 성과에 대체로 부정적인 영향을 미치는 것으로 나타났다. 이러한 결과는 취업, 생산성 향상, 임금 등과 같은 경제적인 부분만을 고려할 경우, 징병제하에서 병역의무 이행의 강제는 우리나라 청년 남성들에게 적지 않은 희생을 요구하고 있음을 암시하며 국가적 차원의 적극적인 관심과 실질적인 지원정책의 추진이 어느 때보다 절실하게 필요함을 시사한다.
Abstract
Using the Youth Panel(YP) data, this paper attempts to examine whether compulsory military service (conscription) has a significant effect on the average age and wages at which people obtain their first job. Based on the propensity score matching (PSM) method, the empirical results show that the average age at first job increased by one year as the result of conscription. But the results do not show any evidence that conscription has an impact on wages at first job. These results indicate that there are no benefits to conscription in the early labor market. This paper suggests that veterans need the government supports for their career development.
