노무현 정부의 자주국방담론과 국방정책에 관한 연구

본 연구는 노무현 정부가 추진했던 자주국방정책을 ‘담론’과 ‘정책’이라는 측면에서 분석하였다. 국가정책은 1차적으로 정부적 차원이든 시민 사회적 차원이든 담론의 형태로 논의, 유통되며 이러한 담론이 사회적 정당성을 확보할 때 정책화되는 것이 일반적이다. 그 중에서도 국방정책, 특히 자주국방정책의 경우 이러한 담론과 정책의 연계성 속에서 파악될 때, 국방정책에 대한 총체적 이해가 가능할 것이기 때문이다. 이를 위해 본 연구는 첫째, 대통령 연설문 분석을 통해 노무현 정부에서 주창한 자주국방담론의 내용과 특징, 자주국방정책의 목표를 분석하였다. 둘째, 노무현 정부의 자주국방담론과 국방정책을 분석하고 담론의 등장과 정책실현에 영향을 미친 주요 요인들을 검토하였다. 마지막으로 자주국방담론의 정책적 실현내용을 객관적으로 파악하기 위해 국방전력과 지휘구조 두 가지 측면을 중심으로 분석하였다. 끝으로 본 연구는 노무현 정부의 자주국방정책 추진과정에서 논란이 되었던 전시작전통제권 환수 사례를 통해 이 시기 자주국방담론과 국방정책의 특징을 분석하고자 하였다.
Abstract
This study investigates the Self-Reliant national defense policies in the era of the Roh Moo-Hyun government, regarding the analysis of “discourse” and “policy”. National policies has been formed with the process of the discourse circulation in the society and government initially in order to obtain the policy legitimacy. In order to lead the discourse into the policy making process, it is essential to obtain legitimacy from the society. The study first analyzed the contents and characteristics of self-reliant national defense discourses as well as the goals of them with the presidential speeches and addresses. Second, the Roh Moo-Hyun administrations official national defense discourses were examined for tracing the impact factors on the national defense policies. Finally, it analyzed the actual policy implementation of the Self-reliant national defense discourses with a focus on two aspects; military power strength and command structure in national defense. The study shows that the characteristics of self-reliant national defense discourses and national defense policies under the controversial debates on the transfering of the wartime operational control during his term.
