한국 다문화주의 담론의 문제점에 관한 고찰

이 글은 한국 다문화주의 담론의 문제점을 점검하고 개선을 위한제안을 담고 있다. 이 글은 한국 다문화주의 담론의 문제점으로 정의와 대상이 불분명한 점, 원칙과 철학적 인식론과 정치 이데올로기 측면에서 논의와 선택이 부족한 점, 관련 용어가 구분 없이 혼용되고 있는 점, 보수주의적이고 동화주의적인 담론에 편향된 점, 공동체의 연대의식을 약화하고 사회분열을 조장할 가능성이 있는 점, 자본의 노동에 대한 통제와 관리 전략으로서 기능하는 점, 다문화주의 연구에 학문적 유행 성향이 있는 점 등을 지적하고 있다. 결론에서 이 글은 몇가지 제안을 담고 있다. 첫째, 한국 다문화주의 담론은 반차별주의나평등주의 담론이 아닌 ‘다인종주의’ 담론이 되어야 한다. 둘째, 원칙에있어서 분리주의와 동화주의는 배제하고 다원주의와 융합주의를 추구해야 한다. 셋째, 다문화주의를 어떤 정치 이데올로기와 주되게 결합할 것인지 정치적인 심의와 결정이 요구된다. 넷째, 다문화 현상을 바라보고 이해하는 철학적 인식론은 실재론이 아니라 관념론과 기호학에 기반하는 것이 유리하다. 다섯째, 보수주의적이고 동화주의적인 다문화주의 담론과 정책의 편향성을 개선하기 위해 자유주의적이고 진보주의적인 담론도 활성화해야 한다.
Abstract
The main purpose of this paper is to examine the problems of Korean discourse on multiculturalism and to suggest several improvement measures. This paper indicates following several points as crucial problems of multiculturalism: it has no clear definition and consented object of study; it is being used without distinction from other related terms such as interculturalism and transculturalism; it is strongly biased toward conservatism and assimilationism in terms of political ideologies; it could facilitate social segregation and weaken community solidarity;it could function as a control and management strategy of capitalists against workers. This paper concludes with following several suggestions for the purpose of amelioration. First, Korean discourse on multiculturalism should not expand its scope to anti-discriminationism or equalism. It has to be confined to multi-ethnicism. Second, in its principles, it has to pursue pluralism and amalgamationism instead of separatism and assimilationism. Third, political deliberation and decision are strongly demanded in order to choose which political ideologies have to be combined with Korean multiculturalism. Fourth, in its philosophical epistemology, it has to be based not on realism(essentialism) but on idealism. Fifth,in order to reform its too much bias and emphasis on conservatism and assimilationism, it has to vitalize liberal and progressive discourse on multiculturalism.
