다문화주의의 한국적 수용: 주요 쟁점의 분석과 정책 대응

초록

본 논문은 한국이 경험하는 다문화사회로의 변이 추세를 살펴보고, 한국 사회의 다문화화를 초래하는 주요 집단들의 특성을 소수문화집단 내의 소수자 문제, 연대성과 사회적 통합의 문제, 그리고 ‘시민권의 정치-분배의 정치-인정의 정치’ 간 연계성의 문제라는 3대 문제를 중심으로 분석한다. 소수문화집단 내의 소수자 문제나 연대성과 사회적 통합의 문제는 한국사회의 다문화화 과정에서 아직은 현저한 이슈를 구성하지 못하는 것으로 나타난다. 반면, ‘시민권의 정치-분배의 정치-인정의 정치’ 간 연계성의 문제는 한국의 다문화집단들의 특성 및 이들 집단을 위한 정책 대안들을 확인하기 위한 필수적 논의 사안임을 입증한다. 이는 시민권의 정치 및 분배의 정치에 의해 후원되지 못하는 인정의 정치가 제한적 정책기능을 수행할 수밖에 없음을 확인시킨다. 아울러 미래의 통일이라는 과제를 지닌 한국의 특수성은 사회적 연대성의 확보라는 측면에서 그 효율성을 의심받는 다문화주의의 수용에 추가적 고민을 부과한다.

Abstract

This paper delves into the transitional features of the Korean society toward a multicultural one and analyzes the characteristics of diverse minority groups in Korea over the three main issues -- the issue of the rights of individual minorities within a group in the process of defending the group's cultural rights, the issue of the ineffectiveness of multicultural policies in procuring social solidarity, and the issue of policy linkages among the three domains of citizenship-distribution-recognition politics. The paper confirms that the two former issues do not play a major role in constituting the characteristics of a multicultural transition in Korea. In the meanwhile, the issue of policy linkages among the domains of citizenship-distribution-recognition politics bears important theoretical and policy connotations that could help not only identity the distinctive features of minority groups in Korea but speculate on viable and effective policy options. The paper concludes that the politics of recognition having no close policy linkage with both the politics of citizenship and of distribution would have difficulty in procuring its success. In addition, a future task of reunifying two Koreas, which endows multicultural Korea with a peculiarity distinguished from other multicultural countries, puts an added burden on Korea's multicultural policymaking, because a nationalist fervor appearing in pursuit of reunification may collide with a multicultural ethos of a Korean society.
