21세기 새로운 시대적 상황과 새로운 이슈들의 등장은 정보기관으로 하여금 새로운변신을 강요한다. 왜냐하면 새로운 위협들의 확산은 정보기관의 존재 필요성을 더욱요구하기 때문이다. 21세기 새로운 역할을 부여받은 정보기관의 중요성은 그에 걸맞은 새로운 개념적 정의로 무장되어야 한다. 이를 통해 정보기관의 효율성과 신뢰성을높일 수 있다. 정보기관의 안정적 역할은 효율성과 신뢰성을 확보할 수 있는가의 여부에 달려 있다. 이를 위해 이 글은 먼저 인테리전스의 어원 및 개념적 정의를 새롭게 할 것이다. 이것을 논의하기 전에 정보와 첩보에 대한 번역상의 문제를 지적하고하나의 대안을 제시한다. 둘째, 인텔리전스의 어원과 개념정의를 통해 그 용어의 본질과 범위를 추론한다. 셋째, 정보혁신의 필요성과 그에 수반되는 정보활동의 변화와 성격을 고찰한다. 넷째, 국가정보기관의 안정적 역할을 위한 정보 전략의 기능강화와 함께 정보활동의 신뢰성과 정보 활용을 분석한다. 이런 논의를 통해 국내 정보기관의 역할과 방향을 새롭게 설정할 것이다. 21세기 정보기관은 정보기관 자체의 조직적 생존의 문제가 아니다. 그것은 새로운 글로벌 경쟁과 위협이 상존하는 초국가적 사회에서국가와 국민의 생존과 번영을 위해 정보기관은 진정한 나침반이 되어야 한다.
Abstract
Newly emerging therats enforce intelligence agencies to rearrange their organizational structure and activities. Although intelligence services were weakened right after the collapse of the Cold War system, it is now neccessary to deepen and widen the role of intelligence agencies for confrontiong the 21st century security threats. Intelligence services that are required to carry out more expanded missions should be armed with regard to conceptually redefined understanding. The Korean terminologies of intelligence and information tend to be confused and misused conceptually. The original meanings of intelligence are used diversely and they has been changed over time. The recent drastic change in intelligence activities is often called as revolution is intelligence. Such a revolution has strengthened the agency’s role which should be checked with democratic control and policy effectiveness. The consistent and stable role of intelligence agency depends on its effectiveness and people’s trust.
