농촌관광 활성화를 위한 중간지원조직에 관한 연구 - 강원도 평창군을 중심으로 -

농업의 몰락으로 쇠퇴하는 농촌경제를 활성화하기 위해, 마을단위의 농촌관광사업이 추진되었다. 정부나 지방자치단체의 지원으로 많은 자원과 인력이 투입되었지만, 많은 농촌마을에서 시행한 농촌관광은 많은 부분에서 시행착오와 실패를 겪고 있다. 따라서 본 연구는 농촌관광 활성화를 위해 중간지원조직을 활용해 보자는 목적에서 실시되었다. 연구목적을 달성하기 위해 이론적 고찰을 통해 중간지원조직에 대하여 살펴보았고, 현장조사를 통해 평창군 마을공동체 및 3개 지역 중간지원조직 현황 및 문제점을 도출하였다. 분석 결과 농촌관광 중간지원조직에서 나타나는 문제점은 양적문제, 질적문제, 시스템문제로 정리되었다. 첫째 양적문제는 농촌관광 지역 중간지원조직 부족, 참여 마을 수 부족으로 나타났고, 질적문제는 중간지원조직이 농촌관광 활성화를 위한 본연을 역할을 제대로 수행하지 못하고 있으며, 마을의 특성에 따른 차별화된 서비스를 제공하지 못하고, 수입모델이 없어 독립적인 운영이 어렵다는 것이다. 마지막 시스템의 문제는, 중간지원조직과 다양한 조직이 관계되어 있지만 각 각의 이해관계자들이 본연의 역할을 제대로 수행하지 못하여 체계적인 시스템을 이루지 못하고 있다는 것이다. 이에 본 연구에서는 중간지원조시스템을 구성하는 요소로 5개의 조직, 즉 중앙 및 광역단위 중간지원조직, 지역단위 중간지원조직, 지자체 및 민간기구, 마을기업협의체, 관광객을 도출하고, 유기적인 지역중간지원조직을 활동을 위해 각각의 바람직한 역할을 제시하였다.
Abstract
Green tourism was conducted to activate rural economy, it’s goal was not achieved. So this study was conducted for activation of green tourism by using intermediary support organization. To achieve study purpose, table study was conducted to understand the intermediary support organization, and field study was conducted to derive a present condition and problems of Pychang-Chang county’s community business and 3 local intermediary support organization. As a result of analysis, the intermediary support organization of green tourism’s problems were quantity problems, quality problems and system problems. First, quantity problems were lack of the intermediary support organization and participated community numbers in the intermediary support organization. Second, quality problems were not accomplished intermediary support organization’s role, not provided differentiated services to community according to community characteristics, difficult of independent management due to absent of profit model. Last problem was system problem. There are many interest group in the intermediary support organization, they didn’t accomplish their each roles. So it’s structure wasn’t well activated. So this study derived five factors of the intermediary support organization, that were nationwide intermediary support organization, local intermediary support organization, local government and private organization, community business association and tourist(consumer), desirable each roles were suggested for the local intermediary support organization’s activation.
