‘투키디데스가 바라 본북중군사관계의 동인(動因)’ : 펠로폰네소스 전쟁사를 중심으로

본 논문은 한반도 안보의 중요한 변수인 중국의 대북한군사정책을 중심으로 향후 북중군사관계의 변화 방향을 전망해 보는 것이다. 이를 위해투키디데스가『펠로폰네소스 전쟁사』를에서 제시한 세 가지 인간 본성인 두려움(fear), 명예(honor) 그리고 이익(interest)으로 북중군사관계를분석하고 조망해 보았다. 먼저 중국의 대북한군사정책의 시작이라고 할 수 있는 한국전쟁 참전을펠로폰네소스 전쟁에 참전했던 스파르타의 예를 통해 평가한 뒤, 중국이 북한과 군사조약을 체결하고 직접 개입하게 된 배경에 대해 살펴보았다. 또한 북중군사관계의 중심에 있는 북핵문제를 테미스토클레스(Themistocles)의 장벽에 대비시켜 내포된 함의와 중국의 북핵문제와관련된 입장을 정리해 보았으며, 이를 통해 중국의 대북한군사정책의중요한 변수가 될 수 있는 북미간의 핵협상을 멜로스(Melos)의 대화를중심으로 예측하고 재구성해 보았다. 투키디데스의 인간본성으로 중국의 대북군사정책을 평가해본 결과 중국은 북한과의 오랜 기간 혈맹의 관계를 이어오고 있으나, 북핵문제가 해결되지 못하고 중국의 경제ㆍ안보적 이익침해와 동북아지역의 안정성을저해하게 된다면 스파르타가 멜로스인들을 방기했던 것처럼 중국 또한북한을 방기할 가능성이 크다는 점을 확인할 수 있었다. 중국은 초강대국인 미국에 대한 두려움을 가지고 있고, 냉전기의 이념적 가치보다는경제적 이익과 지역안정성을 중요시하며, 높아진 국제사회의 위상을 유지하고자 하기 때문이다. 본 논문은『펠로폰네소스 전쟁사』라는 고전을 통해 중국의 대북한군사정책의 변화를 분석하고 재평가해 보았다는 점에서 의의를 찾을 수 있다. 또한 향후 북중관계에 관한 정책 수립 시 참고할 수 있는 귀중한자료가 될 수 있으리라 생각된다.
Abstract
The goal of this study is to provide the prospects for China-North Korea military relations by analyzing (1) background of China's conclusion of a treaty of alliance with North Korean and (2) China's attitude toward North Korea's nuclear crises. In order to achieve the goal of this study, I brought three human natures.fear, honor, and interest, identified by Thukydides in History of the Peloponnesian War.into the current discussion about China-North Korea military relations and analyzed data on China-North Korea relations during two periods, respectively : establishment of China-North Korea military alliance (1949-1950) and North Korean nuclear crisis (2006-2012). Results suggest that China will abandon North Korea if China's fear of the US increases, and if China puts priority on her economic interests and status in the world system. Altogether, the new approach introduced in the study gives an implication that Thukydides’ classic representation of power politics as a law of human behavior is a surely valuable asset to reevaluate China-North Korea military alliance today.
