Abstract

This paper analyzes American attitudes toward majority leaders in the U.S. Congress under divided government. It also attempts to identify determinants for American public attitudes toward party leaders in Congress. Then, it examines how they differ from those for the public approval of the President with a comparative perspective. My evidence suggests that American attitudes toward majority leaders in Congress under divided government are determined by party identification, ideology, subjective evaluations on economy, evaluations on both economic and security policy, and a sense of security threat. In detail, party identification and ideology are associated with shaping American attitudes toward presidential approval as well as majority leaders in Congress. However, individual perceptions on party differences do not have a significant effect. Regarding economic evaluations, the subjective evaluation on individual economy decides American attitudes toward majority leaders while the subjective evaluation on national economy shapes presidential approval. In addition, evaluations on both economic and security polices affect American attitudes toward party leaders in Congress. Lastly, a stronger sense of security threat increases American support for majority Republican leaders in Congress. In contrast, it dampens the public approval of the Democratic President.
