무력분쟁 재발 이론으로 보는 서해교전의 발발원인: 북한의 도발방식 변화

서해 NLL 부근에서의 남북한 어선의 어업활동으로 인한 우발적 충돌 가능성과 북한 내부 정치상황에 대한 정보의 결여로 서해교전의 발발원인을밝히는 것은 쉽지 않다. 기존 연구는 북한의 서해도발 이유를 북한 정권의강성대국론과 선군정치 기치에 의한 정권의 내부 결속 목적이나 군부의 강성전략, 남남갈등 유발의 심리전 및 한국과의 이전 교전에 대한 복수로서해석했다. 하지만 이 연구는 북한의 빈번한 NLL 침범이 모두 남북한 무력충돌로 발전되지 않았던 사실에 주목하고 비슷한 형태의 해상전투가 재발된 원인을 이슈해결의 문제, 강제의 문제, 재협상 유인의 문제, 불완전 정보의 문제를 통해 다각도로 고찰한다. 북한은 한국과의 제한적인 저강도국지전을 통해 NLL의 지위를 문제 삼을 수 있는 정전협정의 불안정성을 부각시켰고 이후 진행될 북미협상에서 평화협정 체결의 명분을 만들어왔다. 하지만 서해에서의 무력충돌을 방지하기 위한 논의가 남북한 간 이루어진경우 북한은 해상도발 명분을 찾지 못했고, 한국의 강화된 대응과 북한의반복된 해상전투에서의 패배는 전장의 학습효과를 가져오면서 북한은2010년부터 새로운 도발방식을 선택했다.
Abstract
In identifying the causes of repeated occurrence of inter-Korean naval crises in the Yellow Sea, many North Korean experts attribute the North Korea’s aggressive behavior of escalating naval crises in the Yellow Sea to excessively multiple goals that North Korean regime might have had while not differentiating the purpose of North’s nuclear threats from that of its provocation of conventional military crises. Applying several theories of war recurrence, this paper attempts to explain what North Korea has targeted to achieve by triggering inter-Korean naval battles in the Yellow Sea while also highlighting the conditions that prevent naval combats between two Koreas. Applying several theories of recurrent militarized disputes, I argue that North Korea escalated a locally limited crisis in order to probe the counterparts’ values in the issue of contention and attempt to change the terms of negotiated settlement especially directly with the US in a way that works favorably to obtain security guarantee from the US that North Korea expected to discuss in a series of future negotiation table.
