비록 장기갈등에 관한 연구(예: 앙숙이론, 숙적이론, 전략적 대립이론)와 북한의 핵 문제에 관한 연구는 풍부하지만, 북미 핵 갈등을 장기갈등 이론으로 설명한 연구는 많지 않다. 이 연구는 북미 핵 장기갈등의 개념 규정과 설명을 시도한다. 논문에서 답하고자 하는 핵심 질문은 ‘무엇이 북미 간 핵 갈등을 유발시키고, 장기화시키며, 종료시키는가?’이다. 이 글은 국가이익과 정체성을 위협하는 촉매사건이 북미 갈등의 원인이며; 상대방을 향한 정책결정자들의 부정적인 인식, 상대방을 향한 북한/미국의 제도화된 의지, 갈등지향적인 정책이 갈등의 장기화를 초래하며; 국제위기의 반복적 발생과 화해의 어려움이 북미 갈등의 행태적 패턴이며; 그리고 상대방의 정체성을 위협하는 행위의 감소와 상대방과의 보완적 이익이 증대할 경우 북미 핵 장기갈등의 종료가 가능할 것임을 주장한다.
Abstract
Although there are many studies not only on long-term conflict (e.g., protracted conflict theory, enduring rivalry theory, strategic rivalry theory) but on the North Korean nuclear issue, the literature suffers from neglect of the explanation of the US/North Korea nuclear conflict based on long-term conflict theory. This article attempts to define and explain the US/North Korea nuclear long-term conflict. The core question is: what creates, prolongs, and terminates the US/North Korea nuclear conflict. This study presents the argument that precipitating causes threatening both national interest and identity are sources of the US/North Korea conflict; that decision-makers’ negative perceptions of their enemies, institutionalized commitments of the US/North Korea against each other, and conflict-oriented strategies prolongs the US/North Korea conflict; that repeated international crises and rare accommodation successes are behavioral patterns in the US/North Korea long-term conflict; and that diminished threat to national identity and increased complementary interests would terminate the US/North Korea nuclear long-term conflict.
