동아시아 지역협력체에서 한국의 위상 제고 방안

지난 90년대 말 아시아 금융위기를 계기로 동아시아에서 경제통합 움직 임이 활발해지고 ASEAN+3 정상회의와 같은 지역협력체가 형성되었다. 현재 진행되고 있는 글로벌 금융위기 후에는 동아시아에서 미국의 영향 력이 저하되는 가운데 지역주의가 더욱 고조되고, 중·일 양국간 지역 패권 경쟁이 심화될 가능성이 높다. 왜냐하면 역사적으로 볼 때, 경제위기 후에 는 지역주의와 보호무역주의가 고조되었기 때문이다. 이런 상황 하에서 우리나라가 동아시아에서 소외당하지 않고 안보와 국 익을 확보하기 위해서는 역내 지역협력체에서 위상을 제고해 나가는 전략 이 무엇보다 필요하다. 그를 위해 우리나라는‘동아시아공동체 추진위원회’등을 구성하여 동아 시아 지역 통합에 대한 공감대 형성을 주도하고, 중·일 양국을 동아시아자 유무역지대(EAFTA)로 끌어들이는 중재자 역할을 해야 한다.
Abstract
Since the East Asian financial crisis in late 1990 served as a momentum for the economic integration in East Asia, regional economic integration movements have been activated, and regional cooperation entities such as the ASEAN plus 3 summit meetings was established in this region. After current global economic crisis will be over, the movement for regionalism will be more stronger than before, and the competition between Japan and China for regional hegemony in East Asia will be deepened in the midst of the falling United states’influence on East Asia. The reason is that regionalism and protectionism have been usually reached high point after economic crises, in the retrospent of history. Considering these circumstances, Korea needs strategies to upgrade her status in East Asian regional cooperations in order not to be alienated in the regional dialogue on economic integration, and to secure national security and interests. Policy direction to upgrade the position of Korea on the East Asian regional integration is that Korea should lead to make a consensus on the establishment of the East Asian regional integration by composing‘ East Asia Community Steering Commission.’Korea should also carry out active arbitrator’s roles to draw Japan and China into the East Asian Free Trade Agreement(EAFTA).
