한국은‘한미상호방위조약에 따른 주둔군지위협정(SOFA)’제5조의 예 외적 조치로서 미국과 체결한 ‘방위비분담금특별협정(SMA)’에 근거하여 1991년부터 주둔미군의 방위비 일부를 분담해 왔다. 그동안 미국은 한반 도에 대한 안보환경 제공 및 한국의 경제력 상승 등의 이유를 들어 한국측 분담액의 증대를 요구해왔고, 한국은 이를 대부분 수용해왔다. 그러나 시간 이 경과함에 따라 한국측의 부담이 늘어남으로써 국가재정에 부담으로 작 용하고 있다. 특히 방위비분담금의 결정방식과 항목별배분 및 기지이전비용 으로의 전환 등의 문제를 둘러싼 한미양국의 의견차이가 아직까지 해결되 지 않고 있고, 특히‘특별협정’에 대한 동의과정에서 국회의 예산심의·의 결권 침해 논란까지 벌어지고 있다. 방위비분담을 둘러싼 한미양국간의 입장 차이는 동맹관계의 안정성과 결 속력에 직접적인 영향을 줄 수 있다. 그러나 그동안 한국의 방위비분담은 일정한 원칙적인 틀(formular)에 의해 이루어졌다기 보다는 경제상황 등 국내외적 여건을 고려하여 미국과의 협상을 통해 결정되었기 때문에 합의 도 어려웠고 국민적 동의를 구하기도 쉽지 않았다. 따라서 향후 방위비분담 을 둘러싼 주요쟁점을 해결하기 위해서는 한국의 안보정책의 중장기적 우 선순위와 한미동맹관계의 변화 및 조정 내용을 방위비분담금 협상과 연계 함으로써 객관적이고 합리적인 협상원칙 수립은 물론 동맹의 신뢰를 드높 이고 국민적인 지지와 동의를 받을 수 있을 것이다
Abstract
South Korea has participated in defense burdensharing with the United States in reference to the U.S. troops stationed in South Korea since 1991, based on Special Measure Agreement(SMA) Article 5 which is commonly known as an exceptional case of Status of Forces Agreement(SOFA). According to the growth of South Korea’s economic power and the U.S. provision of the security environment on Korean peninsula, the U.S. government demanded the rise of contributions to common defense from South Korea and South Korean government accepted most of their requests. However, with a passage of time, the increased military defense budget has been imposing a heavy responsibility on the public finance of South Korea. Also, there are unresolved issues between South Korea and the United States on decision making process of the defense burdensharing, the itemized allocation of defense budget, and the expense conversion for the deployment of the U.S. military base. In addition to this, it is controversial if there is an infringement on rights of the parliament to deliberate on and vote for the appropriation in the process of entering into an agreement on SMA. As to the share of defense expenses, different points of views between the two sides can lead to a direct influence on a stable and strong alliance. In most cases, the agreement on the defense burdensharing was solely accomplished through the series of negotiations with the U.S. by focusing on domestic and international circumstances such as economic conditions. Consequently, it was quite difficult for Korean government to reach a consensus and meet with public approval. For settlement of major issues in the defense burdensharing, it is essential to connect medium and long term priorities in South Korea’s security policies and the change and mediation of the South Korea-U.S. alliance with the contributions to common defense. Therefore, it will be available to establish objective and reasonable negotiation principles, have a confidence from the alliance, and obtain public support and approval.
