2000년대 이후 라틴아메리카의 지역통합운동에서 가장 두드러진 점은 ‘우리아메리카 민중을 위한 볼리바르 대안(ALBA：Alternativa Bolivariana para los Pueblos de Nuestra Ame'ica)’의 출현이다. 차베스 대통령이 주도하는 신(新)볼리바르주의 지역통합운동은 브라질 주도의 라틴아메리카 주의 지역통합운동과 경쟁관계를 형성하며 라틴아메리카에서 베네수엘라의 외교적 영향력을 전례 없이 증진시키는 결과를 가져왔다. 본 논문은 신(新) 볼리바르주의 지역통합운동의 성격을 심도 깊게 이해하기 위해 그 사상적 기원인 시몬 볼리바르의 지역통합사상과 지역통합운동의 전개를 고찰하였 다. 이를 통해 본 논문은 베네수엘라 차베스 대통령의 신(新)볼리바르주의 가 라틴아메리카의 지역적 정체성, 자유와 평등의 가치, 민중적 관점을 강 조하는 지역통합운동이며, 라틴아메리카 고유의 역사적 경험을 바탕으로 하 는 독특하고 새로운 유형의 지역통합운동이라고 결론을 내리고 있다
Abstract
After the year 2000, a distinctive aspect in Latin American regional integration is the appearance of the Alternativa Bolivariana para los Pueblos de Nuestra Ame'ica(ALBA). Neo-Bolivarian regional integration movement has been directed by Hugo Cha'vez and is making Venezuela obtain an advanced diplomatic influence in Latin America, molding a rival relationship with Brazil. The present article examines the origins of Simo'n Bolivar's thoughts and his experience of the regional integration movement in order to explore fundamentally the characteristics of the Neo-Bolivarian Regionalism. This article concludes those of neo-bolivarianism as a regional integration movement that is included by Latin American regional identity, a value of freedom and equality and popular support and vision. Additionally, the neobolivarianism has a new peculiar pattern of the regional integration under its own historical experiences.
