중국·베트남·북한 사회주의경제제도개혁 비교：제도변화 전환점들과 이질적인 제도들 간의 갈등과 대립을 중심으로

본 논문은 중국·베트남·북한의 경제제도개혁을 신제도주의적인 관점에서 비교 분석한다. 구체적으로 제도변화 중대 전환점들(critical junctures), 경로의존 (path-dependence), 이질적인 제도들의 갈등과 대립 등의 개념들을 중심 으로 살펴볼 것이다. 위 세 국가는 모두 사회주의경제제도와 시장경제제도간의 갈등과 대립을 통해, 몇 번의 중요한 경제제도변환의 전환점들을 지나면서 변화해 오고 있다. 중국과 베트남의 경제제도는 현재 시장경제제도로 경로의존적 변환을 했으며, 북한은 여전히 사회주의경제제도와 시장경제제도의 대립과 갈등이 진행 중이다. 위 세 국가 모두 전진과 후퇴를 통해 지그재그식으로 경제제도가 변화해 왔으며, 베트남이 가장 짧은 시간에 시장경제체제로 경로의존적 변화를 이뤄냈다. 세 국가 중 사회주의경제제도가 가장 공고한 국가는 북한이며, 이후 북한경제제도의 변화는 사회주의경제제도와 시장제도 간의 갈등과 대립이 어떻게 전개되느냐에 따라 그 변화패턴이 결정될 것이다.
Abstract
This paper compares socialist economic reforms in China, Vietnam, and North Korea, with a new institutionalist perspective. To analyze the three economic institutional reforms, it uses some theoretical concepts such as critical junctures, path-dependence, and intercurrence that new institutionalists have developed. Since the three socialist economies initiated the reforms, their institutions have been changed through the competition and conflict between socialist and market rules and norms. They have undergone several critical junctures for their economic transformation. For China and Vietnam, market rules and norms have prevailed over socialist ones and their economy has already shown a path-dependent pattern toward a market economy. For North Korea, however, the competition and conflict between the two heterogeneous rules and norms for a hegemonic status still continue. The pattern of the North Korean economic change depends upon the result of the competition and conflict
