체제전환정책’은 용어 차원에서 야기할 수 있는 목표 국가(target state)에 대한 정치적 공격성에도 불구하고 탈냉전기 이후 국제안보의 근원적인 위협을 제거하기 위한 전략적 수단으로 이해되고 있다. 외교전략으로서의 체제전환정책은 소위 고전적인 개념의 직접적인 외교수단인 군사력의 동원을 넘어서는 다양한 외교수단들 간의 결합을 의미하는 것으로, 현실적으로 국제정치에서 패권적 지위에 있는 미국이 정책추진의 중심에 놓이게 된다. 과거 국가수립(nation-building), 전복(overthrow), 군사작전(military operations) 등의 개념들이 상황에 따라 혼용되다가, 탈냉전기 이후 특정 국가에 대한 근본적인 거버넌스의 변화를 추구하는 일련의 외교정책을 ‘체제전환’으로 통칭해서 사용한다고 볼 수 있다. 체제전환국가들을 대상으로 한 미국의 외교전략은 의회의 각종 결의안을 중심으로 활발하게 전개되는 특징을 보인다. 이러한 연구주제가 우리에게 중요한 의미로 다가오는 이유는 과거는 물론이고 향후에도 미국과 국제사회의 대북한정책이 북한의 개혁과 개방을 유도할 수 있도록 하는 일종의 체제전환정책의 성격을 띨 것이기 때문이다. 지원국과 수혜국간에는 기본적으로 갈등이 전제되어 있기 때문에 향후 북한을 목표로 한 지원정책과 관련하여 정교한 정책개발이 요구된다.
Abstract
The Regime change policy of the American congress targeting rogue state comes up to several thousands of cases, from 1989 to 2010. This research made it our concern to support the regime transition to regime survival-type in the so-called present socialist countries like Cuba, China, Vietnam, North Korea. These countries adopt the economic resources necessary for long ruling of one person, or take the ‘opening policy’ as inevitable to make their authority of the government rightful. But this opening has a limit that consists of pushing forward with it only in the domain of economy, at the level of the policy reform from the top, and it is limited even in the perspective of the connectedness with the outside world. In this regard, this paper urge the Korean government and international society to develop support policies towards Pyongyang for its regime change. The authoritarian political structure of the regime change countries makes their response unique. As a result, policy makers for the regime change of North Korea should keep it in mind that a domestic consensus is the primary key for the best policy effect. We should apply these lessons positively to the policies of our government towards the North Korea.
