이 논문은 1992년 이후 미국의 정권교체과정과 대북정책 변화의 관계를 추적한다. 미국의 대북정책 변화과정은 동아시아 및 국제정치질서의 체계수준 변화, 미국 내 정당 및 사회세력, 여론의 변화 등 국내적 요인, 그리고 정치 지도자 개인의 신념과 철학, 태도 등의 다차원적 분석을 통해 설명되어야 한다. 클린턴 행정부의 대북정책은 냉전 이후 미국 중심의 단일 패권국가 체제로 세계질서가 재편되는 체계수준의 변수에 큰 영향을 받았다. 이어 중간선거에서 공화당에게 상하 양원을 빼앗긴 결과, 1994년의 제네바 합의가 사실상 무력화되는 결과를 가져왔다. 또한 9.11 사건으로 인해 테러리즘이라는 세계안보의 새로운 위협이 대두된 체계수준의 변인에서 부시 행정부 대북강경책의 근본 원인을 찾을 수 있을 것이다. 한편으로 패권국가로서의 미국의 위상 약화 및 세계 금융위기 등의 체계수준 요인과 함께 의료보험 개혁 등이 지지부진해져 지지율이 악화되고 있는 국내정치 요인 등이 종합적으로 작용하여 대북정책에 있어서 오바마 행정부의 선택의 여지를 좁히고 있는 것으로 보인다. 마지막으로 이들 세 대통령 개인의 상이한 정치철학과 신념체계 역시 미국의 대북정책에 뚜렷한 영향을 끼치고 있다.
Abstract
This study aims to track how the changes of American politics have influenced its foreign policy toward North Korea since 1992. The course of changes in North Korea policy of U.S. requires multi-level approaches that include the systemic changes in international regimes and East Asian region, the presidential elections and midterm elections that shape the domestic politics of America, fluctuation of U.S. public opinion, and finally, philosophy and personality of political leaders. During the period of Clinton administration, the North Korea policy is mainly influenced by the end of the Cold War that made America as a sole super power of the world. But also Clinton's defeat of 1994 midterm election had a significant impact on his policy on North Korea that ended up successfully incapacitating the Agree Framework of 1994. The 9/11 dramatically challenged the American control of world security, and the hard-line policy toward North Korea in Bush administration was originated from this new threat of terrorism. To understand the prospect of President Obama's take of North Korea, we must consider the failures of U.S. military campaign in Iraq and Afganistan, as well as the domestic political issues that Obama is now facing and his personality and world view.
