이익집단정치와 미국의 다원주의：유태계 미국인의 사례를 중심으로

이 글은 미국 다원주의의 현실과 소수계 이익집단의 정치적 제고를 위해 미국에서도 가장 강력한 집단으로 일컬어지는 유태계 미국인들의 영향력을 살펴보고 그들이 강력한 영향력을 갖게 된 이유들을 탐색하였다. 논의의 결과, 유태계 미국인들의 영향력은 그들의 인적, 물적 동원능력에서 직접적으로 산출되는 것이 아니라 제한된 자원을 효율적으로 결집하고 이에 호응할 수 있는 사회여론의 조성을 통해서 발휘되는 것으로 나타났다. 유태계 미국인들은 수적인 열세를 광범위한 네트워크의 형성으로 보완하고 이를 통해 자신들의 입장을 적극적으로 홍보, 전파하는 방식으로 자신들의 영향력을 확대하여 왔다. 이러한 유태계 미국인들의 성공은 재미한인과 같은 소수계 이익집단이 정치적인 결집으로 성과를 이루기 위해서는 철저하게 전략적이고 장기적인 프로젝트를 지속적으로 추진하여야 함을 알려준다. 즉, 소수계 이익집단의 성공은 구성원들을 사회의 중추세력으로 진출시키고 이를 통해 미국의 주류 사회에 안착시킴을 통해 시작되며, 주체적으로 미국 사회에 네트워크를 구성하는 노력이 병행되어야 함을 보여준다.
Abstract
This paper examines political influence of American Jewish and explores how they could rise up as one of the most influential interest-groups in the US. The findings of this paper show that the political influence of American Jewish has been derived from their efforts to construct both local and national networks and to strengthen positive public attitude toward them, rather than mobilizing power of resources. It suggests an important implication to minority group aiming to increase their political influence such as Korean Americans. The success of Korean Americans is dependent upon whether they are able to construct in- and out-group networks and to bring about positive attitude of mass public toward them.
