북한문제를 둘러싼 한중간 안보 딜레마: 시진핑 지도부의 대외전략과 대북정책을 중심으로

초록

21세기에서 가장 주목할 만한 현상 중에 하나는 아마 중국의 급격한 부상이라 할 수 있겠다. 그러나 중국의 급부상은 오히려 미국의 아시아 회귀(pivot to asia)정책을 보다 가속화 시키면서 점차 경쟁과 대립이 심화되기 시작하였다. 특히 시진핑 지도부 등장 이후 한반도를 중심으로 중미간 세력전이가 본격화 되면서 한중관계, 북중관계, 남북관계도 상당한 변화가 일어나고 있는 중이다. 따라서 향후 중미관계, 북한문제로 심각한 대결과 경쟁관계를 형성 할 경우 한반도는 매우 심각한 안보적 딜레마와 위기를 겪을 수밖에 없을 것이다. 결국 시진핑 지도부의 대외전략 변화에 따른 대북정책 향방은 한반도 안보질서의 변화방향을 결정하는 핵심적 변수라고 할 수 있겠다. 향후 한반도의 평화와 안정, 남북한관계 개선과 한반도 평화정착을 위해서는 무엇보다 중국과의 실질적인 협력이 매우 중요하다. 그러나 여전히 한중간에는 북핵문제 해결에 대한 입장차이, 북한 정권 인식 차이 등 단 시일 내에 해결이 어려운 안보 딜레마적 요소가 존재하고 있다. 결국 향후 한중관계 발전을 통한 북한문제 해결을 위해서는 모두 상호간 전략적 이해관계를 존중하고 보다 솔직하고 진정어린 대화가 필요하며 이를 토대로 한반도의 평화와 안정을 구축해 나가야 할 것이다.

Abstract

One of the most significant events of 21st century is the rise of China. Driving the growth for the next 10 years will be the new regime of Xi Jinping. The beginning of full scale power game between China and the United States with Korean Peninsula in its center, happening after Xi Jinping regime seized power, there is a significant change in relations between South Korea, North Korea and China. As relationship between China and the United States aggravates into conflict and competition, Korean Peninsula will have to face grave security dilemma and challenges. Therefore the emergence of Xi Jinping regime and the following change of continuation of China's North Korean policy some key variables in deciding vector of security order of Korean Peninsula. In order to secure peace and stability of Korean Peninsula and ameliorate North-South Korean relationship, substantial cooperation with China must be provided. Nevertheless there are a number of security factors that pose a difficult dilemma to address, which include difference of stance regarding the six-party talks along with resolving of North Korean nuclear issue and different perceptions toward ROK-US alliance. Geopolitical characteristics of Korean Peninsula are contributing to some cold war aspects linger in the region. To address these fundamental issues the current cold war instability of Korean Peninsula need to be sought to converse into reliable state of peace, not to mention establishing security order and institutionalizing peace order are crucially required.
