본 논문의 목적은 ‘모호한 핵전략’에 기반을 둔 이스라엘의 군사전략과 군사력 건설 사례를 분석하고 북한의 향후 군사전략과 군사력 건설에 주는함의를 제시하는데 있다. 본 논문은 싸우는 방식을 먼저 규정하고 이에 필 요한 전력을 구비하는 ‘전략기반의 전력기획 절차’를 적용하여 핵무장국이 재래식 전력을 건설하는 방식을 개념적으로 살펴보고, 이를 중심으로 이스 라엘과 북한사례를 분석한다. 이스라엘은 ‘비밀주의’의 군사태세를 유지기 로 정평이 나 있지만, 2015년 역사상 처음으로 국방부 명의로 “테러억제: 차세대 위협 대응전략”이라는 군사전략서를 발간함으로써 위협양상의 변 화에 따른 군사전략개념과 전력기획에 관한 방향을 제시한 바 있다. 이스 라엘은 핵무기의 존재자체를 부정도 긍정도 하지 않는 ‘핵 모호성(nuclear opacity)’을 유지하면서 최대 안보위협이자 비핵국가인 주변 아랍국을 대 상으로 하여 공세적 군사전략을 수립하여 재래식 전력을 건설하고 있다. 이러한 모호한 핵 그림자하에 수립되는 군사전략은 어떤 형태를 띠는지, 그리고 이를 뒷받침하기 위한 재래식 전력건설은 어떻게 이루어지는지 분석하는 것이 본 논문의 핵심연구 대상이 될 것이다. 그러면서 본 논문은 북 한이 비핵화 협상 이후 최소한 ‘모호한 핵전략’에 기반한 실질적인 핵억제 력을 가질 가능성을 배제할 수 없으며, 남북간 군비통제와 선별적 군비증강을 통해 재래식 군사능력을 발전시킬 것으로 전망한다
Abstract
The Purpose of this study is to analyze an israel’s military strategy and force planning process based upon a ‘strategy-based force planning model’, which ultimately provides a meaningful implication on a north Korean future military strategy and force building. This article deals with an israel’s military strategy, which can be defined as a ‘ambiguous nuclear strategy’ or so-called ‘bomb in the basement’ in combination with a aggressive conventional military strategy. This study will illustrate how a nuclear armed state builds and develops conventional forces in the shadow of nuclear strategy. Furthermore this article aims to give a prospect of north Korean’ way of denuclearization and a military alternative after denuclearization. Lastly, this study argues that north Korea will continuously pursue de facto a ‘nuclear armed state’ in the negotiation, and a selective conventional force building through reducing strategically useless forces in a arms control with ROK and strengthening essential conventional weapons.
