‘인도-태평양’ 구상 : 배경과 현황, 그리고 함의

초록

2017년 11월 트럼프 미국 대통령의 아시아 순방 이후, 미국과 인도, 일 본, 호주 등이 주도하는 인도-태평양 구상은 국제적인 주목을 받아왔다. 인도-태평양 구상이란 태평양과 인도양을 서로 연결 및 통합된 지정학적 공간으로 규정하고, 이를 바탕으로 외교, 경제, 안보 등의 각 부문에서 역 내 국가들 사이의 협력 강화를 추구하는 전략이다. 이는 태평양과 인도양 두 대양(大洋)의 전략적인 연계성, 상호의존 관계 심화뿐만 아니라, 중국 의 세력 확장과 현상타파적 대외 노선에 관한 아시아⋅태평양 지역 내부 의 위협 인식 증대를 반영한 결과다. 그러나 한편으로, 인도-태평양 구상 은 ① 중국과의 전략적 대결, 충돌 가능성에 따른 역내 안보, 경제 질서의 불안정 우려, ② 역내 국가들의 동참을 촉진할 수 있는 경제적 유인책 등 의 과제도 안고 있다. 미국과 중국의 지정학적 경쟁에 노출되어 있는 한국 도 인도-태평양 구상이 가져올 기회, 도전 요인들을 면밀히 주시하면서 능동적으로 대응할 필요가 있다. |

Abstract

Since the trip of the U.S. President Donald Trump on November 2017, the Indo-Pacific Initiative, led by the U.S., India, Japan, and Australia, has come into the spotlight among the international community. The Indo-Pacific Initiative is a strategy of characterizing both the Pacific Ocean and the Indian Ocean as a single, connected and integrated geopolitical space to bolster cooperations among countries in the region for major arenas like diplomacy, economy, and security. The rise of the Indo-Pacific Initiative is resulted from not only deepening strategic connectivity and interdependence between the two oceans, but also growing sense of insecurity on China’s power expansion and assertive foreign policy at the Asia Pacific region. Meanwhile, however, the Indo-Pacific Initiative faces certain challenges like: 1) concerns over instability of regional security and economic order by possible strategic contests and conflicts with China; and 2) need for economic incentive to facilitate participation of countries in the region. And Korea, surrounded by geopolitical competition between the U.S. and China, also needs to closely monitor both opportunities and challenges from the Indo-Pacific Initiative, responding proactively.
