강대국정치(Power politics)와 미중갈등 : 한반도 문제의 연계성

초록

근대국제질서의 가장 큰 특징은 ‘강대국정치’의 중요성이고, 현 시점에서의 강대국정치는 미중갈등이다. 현재와 같은 미중갈등이 언제부터 시작되었는지를 정확하게 설명하기는 어렵지만, 2008년을 전후로 한 글로벌 금융위기는 중요한 분기점이 되었다. 왜냐하면 미중갈등은 일정한 단계적 변화를 보이면서 현재에 이르고 있는데, 2008년 이후 중국은 과거 미국을 상대로 전개하던 ‘사건 중심적인 대결’에서 벗어나 ‘일대일로’ 등을 내세워‘제도중심적인 대결’로 전환했고, 이러한 대결은 무역, 국제금융, 국제안보등의 영역에서 국제공공재를 누가 제공하느냐의 문제이므로, 매우 치열한경쟁국면을 의미하게 되었다. 미중갈등이 글로벌 차원에서는 논쟁적 여지가 있지만, 동아시아 지역에서는 매우 구체적인 현실인 까닭에 한반도는 동아시아 미중갈등의 한 가운데에 위치한다. 북한 스스로 핵개발 논리를 ‘생존을 위한 정당성’에 두고있는 까닭에, 한반도에서의 미중경쟁은 더욱 복잡한 양상으로 전개되고 있다. 1990년대 이후 남북한 사이의 국력 격차가 심각한 수준으로 확대되면서, 핵개발을 통한 북한의 생존전략은 미국과 중국이라는 초강대국을 한반도 안보에 지속적으로 개입시키게 만드는 효과를 유발했고, 북한은 한반도게임이 강대국정치와 결합하는 상황이 어떤 형태로든 북한에게 유리한 국면을 제공한다고 판단했을 것이다. 한반도 평화정착 과정에서 한반도 안보상황을 개선하기 위한 모든 노력이 ‘핵문제 환원론’ 즉, 북한 비핵화가 선행하지 않고서는 어떤 논의도 불가하다는 ‘환원론’에 빠지는 우를 범하지않도록 국내외적 모든 관여자들의 인식론적 전환이 필요한 시점이다.

Abstract

Since the beginning of the modern international relations ‘power politics’ has centered on international system, and the current power politics means US-China conflict. Even though it is quite hard to cleary identify when the current US-China conflict had begun, it is said that the global financial crisis in 2008 was a critical moment in terms of the conflict. Because US-China conflict has experienced a certain type of phased developments including ‘even-driven competition’, ‘system-driven competition,’ and the current ‘global standard-driven competition,’ and the Chinese-led system such as BRI, AIIB, SCO, NDB after 2008 have shown a very complicated structure of the two countries’ competition. US-China conflict faces a serious debate whether its scope reaches to the whole global subjects or not. In the meantime substantial group of scholars insist that it is only significant in terms of the East Asian region, in particular some strategic places such as the Korean Peninsula. Since the North Korean regime justifies its nuclear development for its survival, US-China conflict on the peninsula is more complicated one. The North’s survival strategy by nuclear development associates the continuing engagement of the U.S. and China to the security issues of the Korean Peninsula. It is assumed that the North believes as long as US and China stay in the peninsula, the strategic circumstance for survival is beneficiary to North Korea. Finally to avoid the ‘nuclear problem reductionism’ all the players including South, North, US, and China need to recognize the imporatance of diplomatic approaches to handle with the nuclear problem.
