Abstract
In general, a couple of leading nations who have advanced technology dominate the aviation industry. Moreover, most countries classify aero-related technology as national-level technique and set a high protection level in terms of technical cooperation between countries. These features of aviation industry make it difficult for latecomers to enter the market. As an exceptional case, Japan took the status of a major actor in the field since the 1990s by becoming the country of indigenous developing supersonic fighter jet. This research analyzes the process of Japan’s aviation technology accumulation by focusing on the nation-led aviation technology development policy. Japan desired to acquire the state-of-the-art aircraft technology since they considered it as a source of national growth engine, so they established a series of laws and implemented various policies for encouraging domestic aviation industrial research and development efforts. Furthermore, Japan has gradually increased the U.S.-Japan technical cooperation level related to fuselage, jet engine, and aviation electronics throughout the process of license production of U.S. military aircraft including F-86, F-104, F-4, and F-15. They also tried to apply and internalize obtained aviation technology by developing homegrown supersonic trainers and fighters. The analysis on the Japan’s advanced aero-related technology acquisition process offers important implications for the ROK’s security strategy and aviation industry development policy.
