Abstract
Japan’s security policy has evolved from “defense dependent on the United States” to a multilayered security cooperation network under the constraints of the postwar Peace Constitution and the principle of exclusive defense. This study defines Japan’s “quasi-alliance” as an informal partnership without legal binding force but one that functions at an alliance-level through joint exercises, intelligence sharing, and defense industrial cooperation. It is interpreted as a “constraint adaptation” strategy that circumvents political and constitutional limitations while securing deterrence and interoperability. Under the banner of strengthening cooperation with “like-minded countries,” Japan has constructed networks that supplement and expand the U.S.–Japan alliance, particularly with nations such as the United Kingdom, France, Australia, and the Philippines. Initiatives like 2+2 ministerial meetings, GSOMIA, ACSA, RAA, joint development projects, and training agreements exemplify Japan’s effort to advance multilayered quasi-alliance frameworks while maintaining the bilateral alliance with the United States. This dual strategy both encourages continued U.S. engagement and broadens Japan’s strategic autonomy, contributing to a transition of the Indo-Pacific security structure into a network-based system.
