이 논문은 아렌트 철학을 난민(의) 철학으로서 간주하는 것이 가능한가를 물으려고 한다. 여기서 난민(의) 철학에서 ‘의’는 난민에 대한 철학으로도, 난민을 위한 철학으로도 그리고 난민에 의한 철학으로도 읽힐 수 있다. 이런 의미에서 우리는 아렌트를 통해 난민 문제에 대한 적절한 철학적 묘사뿐만 아니라 그 문제 상황을 새롭게 통찰할 이론적 시야까지도 탐색해 보는 것이 가능한지를 물으려고 한다. 아렌트는 1951년『전체주의의 기원』9장(국민국가의 몰락과 인권의 종말)에서 소수민족, 난민, 무국적자, 가장 극적으로는 ‘지구의 쓰레기’ 등의 이름으로 등장한 주체들과 형상들에 주목한다. 하지만 1951년 『전체주의의 기원』이후 1958년『인간의 조건』, 1963년『예루살렘의 아이히만』, 같은 해 나온『혁명론』그리고 1951년과 1958년 사이의 아렌트 정치철학의 연결과정을 잘 보여주는 사후 저작『정치의 약속』(2005)에까지 ‘지구의 쓰레기’에 대한 명시적 관심은 등장하지 않는 것처럼 보인다. 아렌트 정치철학의 핵심적 개념들인 인간 다수성(human plurality), 행위(action), (의견의) 자유 등은 난민에 의한 그리고 난민을 위한 유용한 도구들로도 충분히 활용할 가치가 있다고 본다. 우리는 이런 논의의 지평을 보여주기 위해 우선 난민의 문제가 우리가 ‘아는’ 인권의 문제만은 아니라는 점을 지적하고 그 후 이를 타개하기 위해 아렌트가 제시했던 ‘권리를 가질 권리’ 개념에 대한 탐색적인 접근을 시도하고자 하며, 마지막으로 1951년 이후 저작들에서 난민을 위한 개념적 도구들을 찾아보고자 한다.
Abstract
This paper provides an answer to the question of whether Arendt's philosophy can be regarded as a philosophy of refugees. Here, the word “of” in “philosophy of refugees” can be replaced with “by” and “for.” Following Arendt's words, we will inquire whether the theoretical views that provide insights into the problematic situation anew, in addition to an appropriate philosophical description of the refugee problem, can be examined and explored. In Chapter 9 “The Decline of the Nation-State and the End of the Rights of Man” of her book The Origins of Totalitarianism (1951), Arendt focuses on the figures and subjects of the terms “minorities,” “refugees,” “stateless people,” and, most dramatically, “scum of the earth.” However, after the publication of her book The Origins of Totalitarianism in 1951, Arendt did not show explicit interests in “scum of the earth” in her works including The Human Condition (1958), Eichmann in Jerusalem (1963), On Revolution published in the same year, and The Promise of Politics (2005). Her posthumous publication The Promise of Politics shows the connection of her political philosophy between 1951 and 1958. The fundamental ideas of Arendt's political philosophy, such as human plurality, action, and freedom of opinion, are worthy of being used as useful tools by and for the refugees. We will uncover a new horizon in this discussion by pointing out that the refugee problem is not merely a human rights problem that we are “amiliar with.”Then, we will perform an exploratory approach to “he rights to have rights”proposed by Arendt to address this problem. Finally, we will search for conceptual tools for refugees that are mentioned in her publications after 1951.
